- Request for Information for Thule AB Air Transportation Services Draft Performance Work Statement for Thule AB Air Transportation Services The United States Transportation Command (USTRANSCOM) Acquisition Directorate is conducting market research to determine qualified, experienced, and interested potential sources to provide air transportations services to and from Copenhagen, Denmark, Kangerlussuaq, Greenland and Thule Air Base (AB), Greenland along with receiving, storing, and processing cargo. Part of the market research is to publish in FedBizOpps a Request for Information (RFI) seeking market information on businesses capable of providing the services, as described herein, as well as on terms and conditions relevant to this potential procurement. This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) to facilitate decision-making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories. Description/Scope The contractor shall receive, store, process cargo and provide air transportation services for the U.S. Government in accordance with all the provisions and specifications of this contract. The contractor shall provide round trip charter flights between Copenhagen, Denmark and Thule Air Base (AB), Greenland once every four weeks with a capacity of at least 150 passengers and 25,000 kilograms (kg) of cargo. The contractor will be authorized to recommend enroute stops upon mutual agreement between the contractor and the government. The contractor shall also provide round trip charter flights between Kangerlussuaq, Greenland and Thule AB, Greenland two to four times a month (frequency as per paragraph 1.1.1) with a capacity of at least 30 passengers and 100 kg of cargo per flight. In addition to the above charter flights, the contractor shall provide scheduled services (non-charter) for passenger and cargo movements on an ad-hoc basis. An estimated 700 passenger movements (one-way tickets) per year will be required between Copenhagen, Denmark and Kangerlussauq, Greenland, and an estimated minimum of 8,000 kg of cargo per year will be required to be moved between Copenhagen, Denmark and Kangerlussuaq, Greenland with return by charter or regularly scheduled aircraft. Also required will be the temporary refrigerated storage and movement to the aircraft for general (dry) and (chilled) cargo.
