Description
The purpose of this market survey is to solicit statements of interest and capability from sources that can provide Professional Information Technology Services for The Federal Aviation Administration (FAA), Enterprise Service Center (ESC). Additionally, this market survey is being conducted to obtain the information necessary to determine whether adequate competition exists, to identify capability among small businesses, SEDB/8a sources, and service-disabled veteran-owned small businesses; and to identify those Small businesses that offer the services via federal schedules. The FAA intends to establish a Multiple Award Blanket Purchase Agreement (BPA) for short-term special project needs for The Federal Aviation Administration (FAA), Enterprise Service Center (ESC). The project needs will support AMK-213 Custom Solutions Section that is comprised of the following Units: oAMK-213A “ Applications Solution Unit oAMK-213B “ Mission Support Unit oAMK-213C “ Specialized Programming Support Unit oAMK-213D “ Strategic Solutions Unit 1.0Background The Enterprise Services Center (ESC) is an organization located at MMAC. The Custom Solutions team provides a wide variety of information technology and business services to include custom application development, Commercial off the Shelf (COTs) configuration and support, application administration, information technology consulting, and life cycle software development and ongoing maintenance and operations support. ESC resides under FAA ™s Regions and Center Operations Line of Business (ARC) and operates under a œfee-for-service principle, which encourages business-like decisions creating more cost awareness and increased customer focus. 2.0Identified Requirements As a reference, at a high level, ESC ™s IT services needs may encompass, but not limited to: Enterprise Architecture (EA) UI/UX Designer Software Engineer Business/System Analyst Application Security Engineer Application Security Architect Mobile App Developer - Native iOS / Android / Windows Database Administration Custom System/Application Development Custom System/Application Administration Middle Tier Administration Configuration Management Information System Security Quality Assurance (QA) Functional / Non-Functional Testing Technical Writing Potential Projects: Automated Software Testing for a variety of custom and COTS Applications Building Variety of Custom Web Applications in support of AMK-213 FAA Academy “ Couse Management System “ Content Management Building a Variety of Mobile Applications in support of FAA and DOT and Other Departments and Agencies Supporting Customers that purchase COTS Software for configuration and support Other potential projects to be identified during the BPA period of performance At this time the nature of the competition has not been determined. When a Request for Proposal is issued the FAA may decide to issue the Screening Information Request for full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the attached description. The FAA intends to review all response submittals to establish the acquisition strategy. Responses will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors ™ expense. 3.0Instructions Responses must be submitted electronically in Microsoft Office/Word or Adobe PDF format and are limited to 15 pages, using 12-point Times New Roman front (or similar) with 1-inch margins. All responses to this Market Survey/RFI must be on letterhead. All submissions are due no later than 3:00 P.M. (CST) January 5, 2018 and must include; point(s) of contact, title(s), telephone number(s), e-mail address(es), and mailing address. Do not send corporate or sales promotion literature. Entities must submit their responses via email to Angel.Taylor@faa.gov. Questions must be in writing, no phone calls please. Responses should include Market Survey Response to 28759 and outline the information in the following categories / format. Responses WILL NOT be returned. Any proprietary or confidential information contained in the market survey submissions should be appropriately marked. A.Capability Statement - This document should identify: Provide a brief description of your company, types of services, business size and point(s) of contact, including name, address, phone and email address. B.Questions: 1 “ Our organization has extensive experience managing projects (small and large) utilizing both waterfall and more recently, agile (SAFe) methodologies (implemented with the Scrum framework). Both methodologies embrace defined, repeatable processes. Provide (2) examples that demonstrate your experience with managing/developing projects utilizing agile. In your response provide the following information: 1.Methodology used to implement agile 2.Why you chose the methodology you utilized 3.Size of project (ex: number of users, modules, lines of code) 4.Any software utilized to help manage the project 5.Contact information of the implemented project; Client name and contact number or email 2 “ We are an organization that provides custom solutions to our customers. We utilize a wide variety of client/server tools, web-based tools, and databases. Provide (2) examples that demonstrate your experience with developing a client/server or web-based application(s). In your response provide the following information: A.If the solution is client/server: a.sample screenshots of the solution b.development software and platform used c.database(s) utilized d.user guide or help documentation created B.if the solution is web-based a.The URL of the site b.Development software and platform used c.Database(s) utilized d.User guide or help documentation created e.Contact information of the implemented solution f.Client name and contact number or email 3 “ All software requires rigorous testing at multiple stages of development and integration to ensure correct operation. Any changes, even minor ones, require retesting. Describe your approach or process for testing. In your response provide the following information: 1.Steps or approach for testing a specific module or piece of code 2.Steps or approach for functional testing 3.Steps or approach for integration testing 4.Steps or approach for regression testing 5.Approach or experience with developing test plans (provide an example) 4 “ Providing operations and maintenance (O&M) support is a vital part of a system ™s life cycle. O&M support can be categorized into four classes; adaptive (modification to the system to keep up with software environment changes), perfective (implementation of new or changed user requirements), corrective (correction of errors or defects), and preventive (increasing maintainability or reliability to prevent future problems). Describe your approach or process for providing O&M support. In your response provide the specific steps utilized in addressing the four classes defined above. 5 “ Please provide information regarding your available acquisition sources for this requirement.
