- Statement of Objectives (SOO) The Statement of Objectives (SOO) provides the basic, top-level objectives of a purchase order (PO). It provides potential offerors the flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives for meeting the objectives. 1. PURPOSE: To complete a manpower analysis study for current Registered Nurses and Corpsman located at Naval Medical Center San Diego (NMCSD) and all Branch Clinics. 2. SCOPE: NMCSD is requiring a manpower analysis to be completed for all approximately 837 Registered Nurses. Approximately 250 Corpsman that provide administrative, logistical and clerical support, the analysis shall determine the Medical Support Assistance (MSA) staffing levels FTEs required to provide the same level of support services for NMCSD and all Branch Clinics. Delivery Date: TBD 4. BACKGROUND: A comprehensive manpower analysis to capture and calculate the clinical support provided by Registered Nurses, whether Active Duty, Contracted or Government Service employees. Also included are Corpsman that are providing administrative, logistical and clerical support to determine the MSA staffing levels FTEs required to provide the same level of support services for NMCSD and all Branch Clinics. 5. PERFORMANCE OBJECTIVES, GOALS AND OUTCOMES: •Manpower analysis shall meet the minimum criteria: o Comprehensive manpower analysis for RNs and Corpsman and recommendations. o Determine actual recapture of care given to patients in the wards, clinics, or other such units of NMCSD and all branch clinics.
