Description
The USDA Forest Service is seeking site operator services for instrument operation and maintenance of the Trinity Interagency Monitoring of Protected Visual Environments (IMPROVE) air quality site located in Northern California. No analysis of data collected is required. The operational requirements for IMPROVE sites include labor associated with mandatory weekly visits to the site to retrieve the filters and flash cards, record pertinent data on log sheets, replace the filters, flash cards, and mail the collected samples to the lab. This also includes keeping the site clean and may require minor maintenance of shelter or equipment as needed. Site operators are required to have approximately four hours of initial training and a periodic refresher class. Initial onsite training of a new operator and a periodic refresher class will be provided by the University of California-Davis (UC-Davis) or the Forest Service. The Contractor is required to furnish labor, equipment, tools, supervision, transportation, communication device and service, operating supplies, and incidentals except as indicated or furnished by the Government. The sampling protocol for the IMPROVE site requires one trip each week within specific timeframes. The Contractor is also expected to visit the site when there is a reported malfunction of the equipment. Past history indicates that there may be one to three additional trips to the site annually for maintenance. The Trinity IMPROVE Monitoring Station, instrument site, is located near the CalFire Trinity Helicopter Base just past the Trinity River Conservation Camp in Lewiston, CA. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a written response to this Sources Sought Notice by January 4, 2018. All responses under this Sources Sought Notice must be emailed to creeprevost@fs.fed.us.
