- PRE-SOLICITATION NOTICE FOR: Project 695-17-108: Install Environmental Monitoring Systems in Sterile and Clean Supply Rooms at the Clement J. Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee, Wisconsin 53295. This construction project is set-aside for Service-Disabled-Veteran-Owned-Small Business (SDVOSBs). Contractor shall provide all labor, materials, tools, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project# 695-17-108, Install Environmental Monitoring Systems in Sterile and Clean Supply Rooms at Clement J. Zablocki VA Medical Center, 5000 West National Avenue Milwaukee, WI. The project includes the following: Professional pre-construction and post-construction surveys of the affected construction site, paying attention to potential hazards, traffic issues, and existing conditions. Prepare pre-construction documents (submittals, schedules, traffic control plans, excavation permits, accident prevention plan, AHAs, other specific workplans, etc.) as necessary to meet mobilization window to complete project in 220 days. Install traffic detour plan and construction fence for safety/security per the drawings. Coordinate with the COR via work plans for the excavation, water proofing and structural repair work as necessary per the contract documents. All traffic control and construction security barriers are the responsibility of the contractor and are shown on the included drawings. Restore ancillary areas disturbed by new work as described in the plan. All work shall be completed within 220 calendar days after receiving Notice to Proceed. The solicitation, specifications and drawings will be posted on FedBizOps. There will be a pre-bid site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid site conference will be included in the solicitation package. The solicitation for this project will be issued on/or about 29 November 2017 with the bid opening on/about 3 January 2018. The bidder is responsible to monitor and download any amendments from FedBizOps which may be issued to this solicitation. The project magnitude range is between $250,000.00 - $500,000.00 The North American Industry Classification Code (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); size standard $15.0 Million applies. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business firms. In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database. This Pre-Solicitation notice is NOT a request for proposals or submittals of any kind. The VA plans to issue the official solicitation 36C25218B0066 on or about 29 November 2017.
