- Under the auspices of 41 USC 3304(a)(11) and Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Department of Veterans Affairs Network Contracting Office (NCO) 23, 316 Robert Street N., Suite 506, St. Paul, MN 55101 anticipates entering into a sole source fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) contract with C R Associates, Inc. for Community Based Outpatient Clinic (CBOC) Services in Williston, North Dakota. A protest has been filed against a new long term contract for these services resulting in a stay of performance for that contract. C R Associates, Inc. is the incumbent contractor and shall be awarded this short-term contract in order to provide continuity of services until such time as the protest is ruled upon. It is anticipated that the contractor will provide CBOC services for a period of five (5) months from 01/01/2018 through 05/31/2018. This notice of intent is not a request for competitive proposals. However, all responses received within 10 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received would normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a formal solicitation. The notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The closing date for this synopsis is December 11, 2017 at 1:00pm CT. The Government reserves the right to execute an award without publishing a solicitation. Detailed capabilities must be submitted to scott.hendrix@va.gov no later than the time and date noted.
