- This is a Small Business Sources Sought notice. T HIS IS NOT A REQUEST FOR PROPOSALS, ABSTRACTS, OR QUOTATIONS. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. The purpose of this notice is to obtain information regarding: 1.The availability and capability of qualified small business sources; 2.Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and 3.Their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The applicable NAICS code for this acquisition is 811219 with a size standard of $20.5 million. An organization that is not considered a small business under this NAICS code should not submit a response to this notice. PROJECT REQUIREMENTS Background: The mission of the Intramural Research Program (IRP) of the National Institute on Drug Abuse (NIDA) is to conduct state-of-the-art research on basic mechanisms that underlie drug abuse and addiction, and to develop new methods for the treatment of drug abuse and addiction. The Structural Biology Unit (SBU) at the NIDA IRP was established for the purpose of developing new technology and methods to analyze and measure biomolecules (drugs, lipids, peptides, and proteins). A key component of this research to identify biomarkers for long-time drug abuse and other disease models in order to understand the underlying biochemistry mechanism which will enable better medical treatment. The National Institute on Drug Abuse (NIDA) seeks capability statements from small businesses having the in-house capability to provide annual preventive maintenance visits for two high mass resolution ESI and MALDI orbitrap mass spectrometers and allow for unlimited on-site service visits that for both instruments to be properly maintained. Proper maintenance is necessary to ensure full operation of this equipment and for the SBU to fulfill its research goals. Additionally, software updates will be provided at no charge during this contract. Specifically, the project requires the following tasks: A Maintenance Agreement, including preventative maintenance visits and unlimited on-site service visits, for the following equipment: S/N - 030998 - ESI-L TQ Orbitrap velos mass spectrometer W/ETD and, S/N - 015668 - LTQ Orbitrap XL 60Hz All work must be performed by an authorized service provider for this equipment. CAPABILITY STATEMENT/INFORMATION SOUGHT: The established NAICS code is 811219 with a size standard of $20.5 million. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: 1) Staff expertise, including availability, experience, formal and other training; 2) Current in-house capability to perform the work; 3) Prior completed projects of similar nature; 4) Corporate experience and other management capability; and, 5) Examples of prior completed Government contracts, references, and other related information. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. All capability statements must provide the following: 1) company name, address and DUNS number; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes; 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as. Written capability statements must be received NO LATER THAN 14 December 2017 at 3:00 PM local time to the primary point of contact.
