- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with CB Pacific, Inc. -- 909 7th Ave Ste. 201, Kirkland, WA 98033. The purpose of this acquisition is to renew software and software maintenance support for our GDACS system which provides automated power plant monitoring and control of the power generation and related functions. CB Pacific, Inc. is an authorized distributor approved by GE Intelligent Platforms to provide the software. Parts to be purchased are: Qty 2 - Historian v7.0 Standard 2500 Points, Part No. HS70S0000250000; Qty 2 - Acceleration Plan Bundle - Premier Level for Asset Performance Management Perpetual License, Part No. APN-PREM-PER-APM-BDL. The GE IFIX and Historian software are products developed by GE Intelligent Platforms. (The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 511210. The size standard as defined by the U.S. Small Business Administration is 100 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative responses are received by 12:00 PM Pacific Time on December 15, 2017 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
