- This is a sources sought synopsis for the General Services Administration, Public Buildings Service, Region 8, Mountain Plains Service Center (GSA). This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research to determine the interest of qualified small business sources. Information gathered from market research may be used to assess the competitive environment, method of solicitation, type of contract, content of the solicitation, and for other planning purposes. Contract Type : The anticipated type of contract is a firm-fixed price, indefinite-delivery, indefinite-quantity (IDIQ) type contract with a five year base period. The Government anticipates award of a contract to three IDIQ awardees. The IDIQ contracts are projected to have a combined maximum aggregate value of $10,000,000 to $15,000,000. The minimum order limit for the contract is expected to be $2,000. The expected maximum order limit for the contract is $150,000. The majority of task orders are expected to be between $2,000 and $25,000. The anticipated minimum guarantee for the IDIQ is $2,000. A fair opportunity for individual task orders must be provided under the IDIQ contract unless an exception exists. NAICS : The NAICS code for the procurement is 236220, Commercial and Institutional Building Construction with a size standard of $36.5 million. Subcontracting : In accordance with FAR 52.219-14, contractors must perform at least 15 percent of the cost of individual task orders under the IDIQ contract. Set-Aside: The Government intends to set aside the requirement for small business concerns. Anticipated Scope of IDIQ : The scope of the IDIQ will require small project delivery of repairs, alterations, and renovations estimated to be between approximately $2,000 and $25,000. Individual task orders may exceed $25,000 but will not exceed $150,000. Contractors will be responsible for responding to task orders to deliver projects at Federal buildings across the state of Utah and in Grand Junction, Colorado. Contractors may be required to provide shop drawings, product specifications / data, equipment specifications, and material data sheets. Work under this contract may include, but is not limited to, mechanical, electrical, plumbing, structural, roofing, building renovations, demolition, concrete, fire/life safety systems, abatement of asbestos, remediation of mold, painting, carpet installation, interior and exterior finishes, and drywall. Contractors must provide all management, supervision, labor, materials, equipment, transportation, disposal, tools, and coordination. The majority of buildings are in Salt Lake City, Ogden, and Provo Utah. GSA also has a facility in St. George, UT and in Grand Junction, CO that are expected to be covered by the IDIQ contract. Purpose of IDIQ : GSA has a bona fide need for the proposed IDIQ contracting vehicle to streamline small project delivery. Data shows that GSA, Region 8 has to put in place 50 - 60 contracts annually to perform minor alterations and repairs. GSA also executes contract actions for a large quantity of reimbursable work authorizations annually for small project delivery of minor alterations, repairs, and renovations. The proposed IDIQ contract will allow GSA to provide a faster response and improve the overall operational readiness for buildings. Substantial benefits of the IDIQ contract would include quality improvements, reduction in acquisition cycle times, improved competition, and better responsiveness to Government requirements. Small businesses are invited to provide input concerning the proposed consolidation. Please limit feedback to no more than 3 standard size pages (8.5"x11" document with one inch margins). Include with your response a brief description of experience with the required work, the name of your business, business size and classification, business DUNS number, and a point of contact. Interested contractors are encouraged to provide a capability statement to demonstrate an overview of i) the firm's expertise and ability to manage multiple projects simultaneously; and ii) ability to devote appropriate resources to finish projects on time, of a high quality, and within or under budget. Contractors are also encouraged to provide specific details on how their firm's capabilities could support GSA's need for small construction project delivery across the state of Utah and Grand Junction, CO. Please limit information to no more than 5 standard size pages. Note: Any proprietary information submitted in response must be clearly marked. Other Information : If a solicitation is released for the need described above, then all interested firms will be required to register in the Government's System for Award Management (SAM). This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information. Contractors are highly encouraged to submit questions and comments in writing to dylan.white@gsa.gov. The Government will not provide information by telephone.
