- Marine Vessel Transition in Ponce, Puerto Rico. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. THIS SOLICITATION IS SUBJECT TO THE ROBERT T. STAFFORD DISASTER RELIEF AND EMERGENCY ASSISTANCE ACT (42 U.S.C.5121, et seq.). ONLY OFFERS FROM VENDORS LICENSED IN PUERTO RICO WILL BE CONSIDERED ACCEPTABLE IAW FAR 6.208. This solicitation is issued as a request for quotation (RFQ) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94. Unrestricted, NAICS Code & Size Standard: This solicitation is for Full and Open Competition. The NAICS Code 488330 and the applicable size standard is $38.5M. A list of contract line item number(s) and items, quantities and units of measure: Please see attached quote schedule beginning on page ___4__. Description of requirements for the items to be acquired: This requirement is to provide removal of marine vessels from a transition site located in Ponce, Puerto Rico for the Corps of Engineers Recovery Field Office, Puerto Rico, Area of Responsibility in accordance with the PWS. Performance and Payment Bonds are required to be submitted within 5 days of contract award, shall be in the amount of 100% of the total contract amount and must be provided in the same name as the company submitting the proposal/awarded the contract. Date(s) and place(s) of delivery/acceptance and FOB point: CLN 0001 through CLIN 0006 will have a period of performance of 90 days (3 months) period. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Offerors are also required to submit a completed copy of the Request for Quotation cover page on page __1_, and a completed copy of the pricing schedule beginning on page __4___. This will be a Lowest Price Technically Acceptable (LPTA) acquisition. See contract clause FAR 52.212-2 "Evaluation - Commercial Items" for evaluation factors and source selection information. Offerors are required to include a completed copy of the provision at 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items, with its quote. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5 (Deviation), Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Please see the Clauses Incorporated By Reference section for additional FAR Clauses applicable to this acquisition. No site visit will be scheduled for this requirement. Offerors are encouraged to visit the installation area to ensure a clear understanding of the scope of work. The nominated Contracting Officer Representative (COR), Gary R.
