- The synopsis is for a pre-solicitation notification only. NO SOLICITATION IS ATTACHED. The General Services Administration (GSA), Region 05, is seeking a qualified firm to buildout the U.S. Probation Office (USPO) of approximately 1,800 square feet containing 7 new offices. In addition, reallocate power and data to support the U.S. Bankruptcy Court’s (USBC) new office furniture layout after subtracting the USPO office footprint from their space including building an office, a conference room, and altering the sound masking system in the USBC space at the Birch Bayh Federal Building and U.S. Courthouse, 46 East Ohio Street, Indianapolis, Indiana. The construction performance period is 175 calendar days upon receipt of notice to proceed. This procurement is a total small business set aside. Funds are presently available. The North American Industry Classification Code is 236220 with a size standard of $36.5 million. The total estimated construction cost for this project is between $250,000 and $500,000. This is a negotiated procurement; there will NOT be a public opening. The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Process is to select a proposal that represents the best value to the Government. The technical factors will be significantly more important than price. As the technical factors become more equal, price becomes more important. The following technical factors will be considered when selecting a contractor: experience providing similar work and past performance. The solicitation will be available on or about December 15, 2017. The Government reserves the right to make award on initial offers. The solicitation cited above can only be obtained by accessing the secure website, FedBizOpps (FBO). FBO is designed to safeguard sensitive but unclassified (SBU) acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov). Registration in both SAM and FBO is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registered in these systems will be ineligible for award. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offers will be due on or about January 15, 2018 at 4pm CT. An award is anticipated before February 15, 2018.
