Description
Justification and Approval Arnold Engineering Development Center, Arnold Air Force Base TN, intends to negotiate a sole source Cost Reimbursable contract extension in accordance with FAR Clause 52.217-8, Option to Extend Services for Kestrel Fixed Wing and Firebolt Aircraft/Engine Simulation Software Research and Development services in accordance with the format in FAR Subpart 15.2, as supplemented with additional information in this notice. The contract will be awarded to The University of Alabama Birmingham. Market research was previously conducted and it has been determined that this is a sole source requirement IAW FAR 6.302-1(a) (2) (iii) (A) and (B). This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services within ONE WEEK of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. This Sources Sought is for firms with the capability to provide research and development (R&D) in support of the Department of Defense High Performance Computing Modernization Program (DoD HPCMP) Computational Research and Engineering Acquisition Tools and Environments Air Vehicle program (CREATE-AV). Within this program, the Kestrel aircraft simulation tool with fixed wing, and Firebolt Airframe Propulsion Integration modules, under current NAICS Code 541712, furthers software development. Firms capable of providing services that encompass research into methods of modeling aircraft aerodynamics, propulsion, structural dynamics, and kinetics, as well as software development of modules to plug into the Kestrel software product, and software development of pre-processing, post-processing, and case management modules should respond to this notice with their firm's capability statements and fully developed responses (capabilities package) to the questions immediately following this paragraph. ******************************************************** 1. Describe your firm's familiarity with the CREATE-AV/Kestrel product and its internal architecture and source code. 2. Describe your firm's experience and abilities as it relates to developing and incorporating production capabilities to the CREATE-AV/Kestrel product in the following subject areas: fluid structure interaction, turbulent transition, conjugate heat transfer, equilibrium and non-equilibrium chemistry, thermal property models, multi-species flows, aero-acoustics, aerodynamic stability & control, turbine engine fan aeromechanics and afterburner stability, and reduced-order modeling, among others. 3. Describe your firm's background in working within the Defense Supercomputing Resource Center environment and network. 4. Describe your firm's experience and abilities regarding the maintenance, distribution, and support of high-volume (> 600 active users) physics-based software on massively-parallel computing clusters, both within the Defense Supercomputer Resource Center environment as well as at contractor/OEM facilities. 5. Describe your firm's experience and abilities as it relates to developing and maintaining tools and capabilities associated with the execution and maintenance of many-language, parallel software in a shared/distributed memory environment with an emphasis on emerging many-integrated-core (MIC) architectures. 6. Describe your firm's familiarity with the high-fidelity, multi-physics simulation requirements of current and future DoD acquisition programs. 7. Describe your firm's background in multi-physics simulation applications and tool development to include details on the formal software development process and internal source code architecture utilized. ******************************************************* Responses to all questions are required. Authority: 10 U.S.C. 2304(c)(1), Justification: Services are deemed to be available only from the original source for the continued provision of highly specialized services because award to any other source will result in unacceptable delays in fulfilling the agency's requirements.
