Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) is requesting information for its Virginia (VA) class submarine hub scoop bar (HSB) machining and procurement requirement. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR) and is not a Request for Proposals (RFP). Description: NSWCCD's Advanced Propulsor Management Office is responsible for the oversight of propulsor components in order to ensure that components are manufactured to specification and delivered in a timely fashion to support new ship construction. This requirement supports the ship production of the VA class. A set of HSB consists of 8 HSBs. Each HSB is manufactured in accordance with NAVSEA Drawing 245-7642124, Revision G, and the subsequent drawings referenced therein. Acquisition Approach: NSWCCD is considering awarding a five year Indefinite Delivery, Indefinite Quantity (IDIQ) contract consisting of Firm-Fixed Price line items to meet its requirements. The contract will be set up with multiple contract line item numbers (CLINs). The CLINs will be segregated by ordering year and be broken out to provide the Government with the ability to order a HSB set either by having a contractor machine Government furnished material or by having the contractor furnish the material for machining. For planning purposes, it is anticipated that a baseline of 2 sets per year would be ordered on this IDIQ, with a potential surge of 3 sets per year. Request for Information: The Government is requesting interested firms to provide the following information: •· - Describe your technical capabilities and experience in potentially meeting the requirements •· - Describe the fabrication facilities and equipment your firm possesses to meet the requirements specified in NAVSEA Drawing 245-7642124, Revision G. If your firm does not possess all of the capabilities to meet the Government's requirements, explain how your firm would be able to meet the Government's requirements. If additional drawings are needed to determine your firm's capabilities, submit request for drawings prior to providing RFI response. •· - Identify whether your firm adheres to SAE AS91000 Revision C, Quality Management Systems - Requirements for Aviation, Space and Defense Organizations, or ASME Y14.5 Dimensioning and Tolerance •· - Provide comments on the proposed acquisition strategy •· - Provide a rough order magnitude (ROM) estimate for each approach listed below. The ROM estimate for each approach shall provide a unit price based on its estimate to deliever 2 sets in the initial ordering year based on its proposed delivery schedule. • Approach 1 - Government provides GFM to be machined by the contractor • Approach 2 - Contractor provides material and machines the material •· - Propose a delivery schedule to provide 2 sets after receipt of order for each approach listed above. The Government requests responses to this RFI by 5:00 PM Eastern Time on 5 January 2018. Responses shall be sent electronically in a Microsoft Office format or Adobe PDF format to the points of contacts above. NSWCCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. Responders are advised that the Government will not pay for any information or administrative costs the firm incurs in response to this RFI. Not responding to this RFI does not preclude participation in future notices. The approach or requirement is subject to change based on responses received from this RFI. Any questions pertaining to this RFI must be submitted in writing to Michael Peduto, michael.peduto@navy.mil. The question and the responses to those questions will be released on FBO. FOR ACCESS TO DRAWINGS: To access NAVSEA drawings ( Drawings 245-7642124, Revision G, and subsequent drawing referenced therein), interested parties must request access to view these documents to michael.peduto@navy.mil. Only firms with an active System for Award Management account and an approved DD Form 2345, Military Critical Data Agreement, will be granted access. Approved firms will be emailed the drawing. The drawings shall not be released to any other firm without consent from the point of contacts listed above.
