Description
Draft Scope of Work This is a SOURCES SOUGHT Notice in accordance with FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. Any responses received will be used for market analysis in determining the availability of potential businesses and may be used to determine the eventual acquisition strategy. Any information submitted by respondents to this synopsis is strictly voluntary. This sources sought notice does not constitute a Request for Proposals (RFP) or a request for sealed Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Tenant Division, Facilities Branch is conducting this sources sought market survey to find potential sources for a single award Indefinite Delivery-Indefinite Quantity (ID/IQ) construction contract at Aberdeen Proving Ground, Maryland under NAICS code 236220. All qualified 8(a) small businesses must be registered under the Dynamic Small Business Search Engine located at http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm. Telephone inquiries will not be accepted or acknowledge, and no feedback or evaluations will be provided to companies regarding their submissions. ACC is specifically requesting responses from Alaskan Native Corporations (ANCs) currently enrolled in the 8(a) program that are interested in performing building construction and renovation services at APG, but will also accept responses from 8(a)'s that are not ANCs. Historically, ACC-APG has awarded a $100M plus multiple award ID/IQ (also known as a MATOC) for construction services at APG and competes each requirement amongst the numerous contract holders. For smaller projects or for emergency projects, ACC-APG has historically used one or more single award ID/IQ (also known as SATOCs or MINITOCs) that are around $4M in size. Task Orders are negotiated and awarded on a direct/non-competitive basis to the awardee for specific projects identified as appropriate for the MINITOC. The purpose of this Market Research is to identify sources that can perform the required construction services throughout the Aberdeen Proving Ground Installation. The Contractor, as an independent agent and not as agent of the government, shall provide all labor, services, materials and supplies, perform all labor and provide the necessary bonding and insurance required for the performance of various minor construction and renovation project services in support of the various U.S. Army Garrison APG's mission requirements and military testing program. These projects may include the repair and maintenance and/or improvement of the various Garrison and Tenant operated facilities as well as the installation of new equipment, minor construction and renovations of new and existing test facilities/buildings at various locations with the U.S. Army Garrison, Aberdeen Proving Ground, Maryland accordance with the specifications herein and within the terms of the contract. See attached draft Scope of Work for additional details. The contractor must be able to support all technical, operational, safety, interoperability, and security testing requirements. Company must be registered with System for Award Management (SAM). Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR an ALASKAN NATIVE CORPORTION within the 8(a) program. Please submit all responses, to include a detailed description of contractor qualifications and experience--include a capability statement--no later than December 11, 2017 by 10:00 am eastern time (ET).
