Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) Groton Contracting Department, Groton, CT, intends to solicit a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Harbor Piloting Services using the policies and procedures of FAR Subpart 13.5. This requirement will be solicited as full and open competition. The activity s Office of Small Business Programs concurs with this determination. The NAICS code applicable to this procurement is 488390. The size standard is $38.5 million. Commander Navy Region Mid-Atlantic (CNRMA) requires multiple Harbor Piloting Services on multiple periods for the New York and New Jersey areas of operation. The vendor shall provide both inbound and outbound harbor piloting services to ensure the prompt and safe movement of Class 1, 2, 3, 4, and 5 USN, USNS, MSC, USCG (and possibly foreign Navy) vessels that are requested by the Designated Navy Ordering Officer (DNOO) only. The area of operation for the purposes of this contract shall include the waters of Sandy Hook Bay (Terminal Channel, Sandy Hook Channel and vicinity of SIERRA Buoy) either at locations listed above or in NY Harbor area (both Upper and Lower Bay, including Hudson River to the George Washington Bridge and East River in its entirety), or in NJ Harbor area (Newark Bay). The Harbor Piloting period of performance starts 16 January 2018 ending 15 January 2019. The period of performance includes a base period with four one-year options and the inclusion of FAR 52.217-8. The anticipated RFQ release date is around the beginning of December 2017. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. Questions regarding technical or contractual issues must be addressed to the Contracting Specialist via e-mail ONLY. The solicitation will incorporate provisions and clauses in effect through FAR and DFARS. It is the vendor s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet/gov/far and www.acq.osd.mil. Lack of registration in the System of Award Management (SAM) database (https://www.sam.gov) will make a vendor ineligible for award. SUBMISSION OF COMPLETED FAR PROVISIONS 52.209.11, 52.203-18 AND 52.222-48, WITH ALL QUOTES ARE MANDATORY IN ORDER TO BE CONSIDERED FOR AWARD. It is highly recommended to read the RFQ in its entirety. Any missing documentation or requirement from the submitted package will automatically disqualify the bid from further evaluation. Payment will be made with Wide Area Work Flow (WAWF).
