- Attachment 2 Statement of Work Attachment 1 Terms & Conditions Attachment 3 Pricing Spreadsheet This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The Transportation Security Administration (TSA), is soliciting for services to provide Airline Industry Flight Data on a bi-weekly (twice-each-week) basis, beginning February 1, 2018. The data should be retrievable by TSA in the SSIM (Chapter 7) file format via Secure File Transfer Protocol (SFTP). The solicitation number is 70T03018R9ICIO292 is issued as a Request for Proposal (RFP) on an unrestricted basis. The proposed contract will be for a one (1) year base with four (4) one-year options to follow. The North American Industry Classification Code (NAICS) is 488190. Services are anticipated to begin on February 1, 2018. The solicitation document, and incorporated provisions and clauses, are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective January 13, 2017. The solicitation incorporates one or more clauses by reference, with the same force and effect as if given in full text. Full text of a clause may be accessed electronically at http://farsite.hill.af.mil. The Government anticipates award on a Firm, Fixed-Price contract to that responsible offeror whose offer conforming to the solicitation is determined to be the lowest-priced, technically acceptable (LPTA) offer. In accordance with FAR 15-101-2, a Lowest Price Technically Acceptable source selection process will be conducted. Proposals will be evaluated for price and non-priced factors. Pricing will be evaluated for the non-priced factors to determine technical acceptability. A rating of "Technically Acceptable" must be achieved for each of the non-cost technical factors. If any of the offeror's non-price technical factors are determined to be unacceptable, the proposal shall be determined to be technically unacceptable. Award will be made only to offerors who are registered and active in System for Award Management (SAM). You can register through the System for Award Management (SAM) website: www.sam.gov. The Government reverse the right to award without discussions with offerors. The following are the Evaluation Factors: Factor 1 - Technical Capability Factor 2 - Past Performance * Factor 3 - Price *Those offerors with no record of past performance, will received a rating of "neutral". All offerors shall ensure that their submission includes, at a minimum the following information in response to this RFP: Factor 1 - Technical Capability (Volume 1) For Technical Capability, Offerors are to conform the requirements within the attached Statement of Work, and submit a CD or a DVD containing the complete flight data set in the format requested in the SOW for Sunday, December 17, 2017 through Thursday, December 21, 2017 including the updates. Offerors shall include Complete Carrier List and information about their Service Level Agreement(s) within the Travel / Transportation industry with their proposals. Factor 2 - Past Performance (Volume 2) For Past Performance, Offeror's should provide a maximum of three (3) of past performance references, limited to two, (2), pages per example. Offerors should include previous history of contracts or awards for similar work and include a reference and contact information. Factor 3 - Pricing (Volume 3) Offerors shall completed the Pricing Spreadsheet at Attachment 3 (Pricing Spreadsheet) for the base year and all option years. (Submission Instructions) Offerors responding to this solicitation shall return an electronic copy of proposal, with the Technical Capability conforming with the Statement of Work, Complete Carrier List and information about their Service Level Agreement(s) within the Travel / Transportation industry, a signed certification letter (regarding storage data within the US), Past Performance history and Pricing Spreadsheet (Volume 3) to the Contracting Officer Michele Reeves - Michele.Reeves@tsa.dhs.gov Or Contract Specialist (CS) Brynn Sheehan - Brynn.Sheehan@tsa.dhs.gov Proposals are due Thursday, December 28, 2017 no later than 1:00 PM EST. The subject line of the response shall read "RFP 70T03018R9ICIO929 Airline Industry Flight Data". Email submissions for the RFP must be in separate attachments and clearly indicate which volume coincides with which attachment. Please note - It is the Contractor's responsibility to ensure proposals are received by the Contract Officer. Please refer to Attachment 1 (Terms and Conditions), Attachment 2 (Statement of Work), and Attachment 3 (Pricing Spreadsheet) for additional information and instructions. Conditions for Evaluation: The Data Submission requested shall be submitted via a CD or a DVD and delivered to the following address at no additional cost to the Government: TSA -SSF Building 200 West Parkway Drive, Suite 300 Egg Harbor Township, NJ 08234 Attn: Michele Reeves, OCP All CDs/DVDs must be received by Thursday, December 28, 2017 no later than 1:00 PM EST. Any offer that does not include a CD/DVD will be determined technically unacceptable and will be not considered for evaluation. The CD/DVD is part of the Proposal and will not be return to the Offeror. It is the responsibility of the offeror to ensure both the CD/DVD and the electronic proposal is received on or before the due date and time.
