- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a contract to International Business Machines (IBM), 6710 Rockledge Drive, Bethesda, MD, 20817-1834 to provide hardware and software (HW/SW) maintenance for the IBM Power 8 (P8) architecture at the Maui High Performance Computing Center (MHPCC) DoD Supercomputing Resource Centers (DSRC), on a sole source basis under the authority of FAR 16.505. Required HW/SW: • IBM HW Warranty • IBM HDR • IBM AAS SWMA ESSL • IBM AAS SWMA PE ToolKit • IBM PPA SWMA xCAT • IBM PPA SWMA Spectrum Scale • IBM PPA SWMA Spectrum MPI • IBM PPA SWMA Spectrum LSF • RHEL w EUS • Red Hat Subscription (right to use) • PGI • Allinea DDT debugger Major software components on the Front-End (login) node: • Red Hat Linux OS • IBM Spectrum Scale: High-performance cluster file system software. • Compiler suites: The Front-End Node software stack will include the IBM XL Fortran, C, and C++ compilers, and PGI Optimizing Compilers for Fortran, C, and C++. • Parallel Environment Developer Edition: IBM® Parallel Environment Developer Edition provides an Eclipse-based integrated development environment (IDE) that improves parallel application developer productivity throughout the edit, compile, debug, and run development cycle. • IBM SpectrumMPI: High-performance, production-quality implementation of MPI designed to accelerate application performance in distributed computing environments. • IBM ESSL: The IBM® Engineering and Scientific Subroutine Library (ESSL) high performance subroutines provide a wide range of mathematical functions for many different scientific and engineering applications. • IBM Spectrum LSF: LSF is the workload management platform. Major software components on the compute nodes: • Red Hat Linux OS • IBM Spectrum MPI: High-performance, production-quality implementation of MPI designed to accelerate application performance in distributed computing environments. • IBM ESSL: The IBM® Engineering and Scientific Subroutine Library (ESSL) high-performance subroutines provide a wide range of mathematical functions for many different scientific and engineering applications. • IBM Spectrum LSF: LSF is the workload management platform. • Compiler runtimes: The compute node software stack will include highly optimized compiler runtimes for Fortran and C/C++. • IBM Spectrum Scale: High-performance cluster file system software. Cluster System Management: • xCAT: Extreme Cluster/Cloud Administration Toolkit (xCAT) provides complete cluster system management capability to remotely discover and control hardware servers, create virtual machines, provision operating systems on physical or virtual machines with or without hard disks, and manage software in those operating system images. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 811212, Computer and Office Machine Repair and Maintenance, with a size standard of $27,500,000.00. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, the Government will consider all responsible sources received by the closing date specified in this notice. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Allison Hudson at Allison.B.Hudson@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00 PM CST, Tuesday, 28 November 2017.
