Description
Performance-Based Work Statement Sources Sought Synopsis and Contractor Capability Survey Joint STARS E-8C Flight Crew Training System Contractor Logistics Support (CLS) and Training System Support Center (TSSC) Operations Sources Sought PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements to provide Contractor Logistics Support (CLS) and Training System Support Center (TSSC) Operations for the Joint STARS E- 8C, Level-D equivalent Flight Crew Training System. Our acquisition strategy is a 60 month contract (12 month basic plus up to (4) 12 month options) and will cover the period of 4 Aug 2019 to 5 Feb 2024. The ATD requirement is currently supported by Rockwell Collins under contract FA8529-17-C-0003. This effort is currently supported by 17 on-site personnel with additional reach-back capability (10 personnel) located at Rockwell Collins' corporate facility. A follow on contract for the sustainment of the ATD is currently in the process of development for completion by AFLCMC/HBGC at Robins AFB. The Joint STARS E-8C Flight Crew Training System consists of the following devices: two Weapon Systems Trainers (WSTs) as shown in Figure 1, two Navigator Training Systems (NTSs) as shown in Figure 2, four Desktop Operator Work Stations (OWSs) as shown in Figure 3, and a System Integration Lab (SIL). The Contractor must operate, maintain, and support the Joint STARS E-8C Flight Crew Training System located at Robins Air Force Base, GA by providing all trained personnel, expertise, equipment, tools, material, and supervision. The following notes are some of the unique specifications to take into account: •· The E-8C avionics are primarily analog type systems which are incorporated in the WST and NTS. These systems are either simulated or stimulated and replicate the systems in the aircraft. •· The WST and NTS uses several different types of flight profiles to provide realistic flight simulation for the pilot, navigator, and flight engineer including degraded operations and emergency procedures which can be performed in both the independent and integrated modes. •· The WST and NTS utilize a FMR-200 Digital Weather Radar that works in conjunction with a weather generating image generator (IG) which allows crews to visualize weather patterns on both the weather radar screen and the visual screen. The IG can produce weather scenarios for the pilot, navigator and flight engineer in both the independent and integrated modes allowing weather avoidance training in any location and can be used in conjunction with air refueling training. · The WST permits Instrument Flight Rules (IFR) training based on FAA FAR Part 91 requirements and simulator certification (SIMCERT) results. This requirement has two primary parts - CLS and TSSC Operations. CLS: See attached draft Performance Work Statement (PWS), Section 4.8 T SSC: See attached draft PWS Section 4.7 Additional Requirements: S ee attached draft PWS Sections 4.4, 4.5, 4.9 and 4.10. Specific Level of Performance Requirements (will be part of Performance Assessment Plan): •· The Contractor shall maintain the Joint STARS E-8C Flight Crew Training System devices to ensure a 95% availability rate (of contracted Government Use Hours) for each device. •· The Contractor shall establish a regular preventive maintenance schedule and perform 100% of preventive maintenance IAW the Original Equipment Manufacturer's (OEM) required or recommended procedures and schedules. · The Contractor shall maintain a 100% level of effort for all TSSC daily tasks. · The Contractor shall perform software and/or hardware modifications within negotiated schedule 95% of the time. •· The Contractor shall correct Quality Deficiency Reports (QDRs) within negotiated schedule 95% of the time. •· The Contractor shall maintain Aircrew Training Devices such that there are no SIMCERT deficiencies less than Training Value Code level 3. · The Contractor shall conduct testing on 100% of baseline Automatic Test Procedures (ATPs) and 100% of baseline Qualification Test Guides (QTGs) annually and must correct ATP and QTG Technical Deficiency Reports (TDRs) within 90 days of TDR write up. (contractor must test 25% of baseline ATPs/QTGs each quarter) •· The Contractor must conduct testing on 100% of developed Airfields in the Image Generator (IG) database annually and correct TDRs within 90 days of TDR write up.
