****SOLICITATION W912QR18R0011 IS HEREBY RELEASED AND PROPOSALS ARE BEING ACCEPTED THROUGH THE CLOSING DATE LISTED WITHIN THE SOLICITATION. PLEASE SEE SOLICITATION W912QR18R0011 FOR FULL DETAILS INCLUDING THE PERFORMANCE WORK STATEMENT AND PRICE BREAKOUT SCHEDULE.**** THIS ANNOUNCEMENT SERVES AS THE ADVANCE NOTICE FOR THIS PROJECT. RESPONSES TO THIS SYNOPSIS ARE NOT REQUIRED. THIS ANNOUNCEMENT WILL BE MODIFIED TO INCORPORATE THE FORMAL SOLICITATION ON OR AROUND 20 NOVEMBER 2017. PROPOSALS WILL NOT BE ACCEPTED PRIOR TO THE RELEASE OF THE FORMAL SOLICITATION. DESCRIPTION: This project is to provide Quality Assurance Services in support of the repair and restoration of the electric power grid in Puerto Rico. The Request for Proposal will consist of performing various tasks such as daily inventories of material and equipment, tracking and logging of contractor man/equipment hours and quantities of materials installed and accepted, performing frequent QA checks of multiple crews providing assessments and repair of power distribution and transmission components throughout multiples zones and various terrain, and providing written daily QA reports. This contract will primarily cover the West and South region however, services may be performed throughout the territory of Puerto Rico. Services will be performed approximately 12-16 hours a day and will be performed seven days a week. Contract duration is estimated to begin immediately upon award and be completed in March 2018. SELECTION PROCESS: Award will be made based on Low Price to the Government. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 541990 - All Other Professional, Scientific and Technical Services. Size Limitation is $15M. TYPE OF SET-ASIDE: This competitive procurement is Full and Open Competition. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or around 20 November 2017 with a closing date of approximately 30 November 2017. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at the Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
