541511 Custom software programming ***SOURCES SOUGHT: THIS IS NOT A SOLICITATION*** The Department of the Interior, Bureau of Reclamation requires the development of a contract provision and clause (hereafter clause) management system to automate the creation of customized clause documents for inclusion in contract solicitations and contracts. Reclamation uses an automated contract management system which incorporates standard clauses from the Federal Acquisition Regulations (FAR https://www.acquisition.gov/?q=browsefar), Department of the Interior Acquisition Regulations (DIAR http://farsite.hill.af.mil/vmdiara.htm ) and Bureau of Reclamation Acquisition Regulations (RAR), not currently available online. Clauses, in the form of a formatted Microsoft Word document, are included into solicitations and contracts as attachments which allow publishing on FedConnect and FedBizOps. The system will allow a contract specialist to use a menu to select conditions which will reference prescriptions for clauses identified in the FAR Clause Matrix (FAR 52.301) and in the text of the DIAR and RAR. Facility will be included for incorporating local clauses. Decisions in the menu will include, for example: dollar value of proposed acquisition, whether clauses are for a solicitation or clauses for a contract; if clauses will be used by reference or by full text, what the value, type (fixed price or cost reimbursement), and purpose of the contract document will be (e.g., supply, service, construction, utilities, etc.). Output from the system will contain contract clauses required for specific contract documents (i.e., solicitations and/or contracts) in a formatted Microsoft Word document that will be used as an attachment in the contract management system. Downloadable, self-contained, software tools and web served software tools will be considered. The FAR, DIAR, and RAR are updated on an unscheduled basis. FAR updates are published at: https://www.acquisition.gov/?q=far_looseleaf DIAR, RAR, and local clause changes will be distributed by email. When new clauses are created, existing clauses are updated, or clauses are retired from use, the system will need to be revised as rapidly as possible to incorporate new prescriptions and clause changes. An automated revision system for FAR, DIAR, and RAR clause changes and local clauses is desired to enable current clause documents to be available for use one business day after changes have been distributed. Preference will be given to small business category entities. (https://www.sba.gov).
