Sources Sought Synopsis (SSS) (Request for Interested Manufacturers) FROM: 638 SCMG/408 SCMS TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of NSN 5998-01-466-4065EW, ALQ-155 Controller Indicator Programmer (CIP) A6 Circuit Card Assembly (CCA). SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the ALQ-155 CIP A6 CCA, NSN 5998-01-466-4065EW. A NSN will be assigned for the new CCA, which is currently identified as 5998NCC661042. ITEM DESCRIPTION The A6 Program Generator Circuit Card Assembly (CCA) is located inside the ALQ-155 Control Indicator Programmer (CIP). There are 5 CIP's per aircraft with each CIP controlling two receiver (RCVR)/transmitters (XMTRs) of the countermeasures set. The CIP is the electronic warfare officer's (EWO's) primary means for controlling the operation of the ALQ-155 system. It is capable of independently controlling the XMTR manually or initiating and monitoring automatic operation in conjunction with the Signal Processor (SP). The CIP also generates the waveforms used to modulate the XMTRs, and has controls that provide manual tuning, bandwidth, program selection and mode of operation for the system. The A6 CCA contains the programs that provide electronic control of the XMTR during operations and contains a Field-Programmable Gate Array (FPGA), Electronically Erasable Programmable Read-Only Memory (EEPROM), Analog to Digital Converter (ADC), Digital to Analog Converter (DAC) and Sweep Control. Impediment to Competition: The original equipment manufacturer for this item is Northrop Grumman (CAGE 1LTU5), which maintains its configuration by part number. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Northrop Grumman is the only known source with adequate knowledge of the ALQ-155 A6 CIP CCA performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. Northrop Grumman Technical Services is currently on contract to redesign this circuit card. Included in the deliverable with the redesign effort, will be Level III Technical Data Package (TDP) to include all drawings and specifications required for production. The redesign is scheduled to be completed by September 2018. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Northrop Grumman for the manufacture of the ALQ-155 CIP A6 CCA. Other interested parties may identify their interest and capability to respond to the requirement no later than 06 December 2017 by emailing Kimberly Lopez at kimberly.lopez.6@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
