Description
Request for Information (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e), the agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: Background The VAAA was established in 2008 to train VA s acquisition workforce. Acquisition is a mission-critical function that is integral to the execution of all federal agency programs. The VAAA is committed toward not only meeting Office of Federal Procurement Policy (OFPP) certification mandates, but also toward ensuring that the training curriculum takes a holistic and synergistic approach to: Create a workforce that is regarded as best in class where acquisition professionals are referred to as trusted business advisors who are sought out by their peers and customers for their expertise in crafting the most effective and efficient acquisition strategies to meet mission needs. Incorporate electives in each of the five schools that addresses the entire suite of competencies needed for success: innovation, leadership, team building, communication, interpersonal skills, and others. Align course content to achieve greater consistency and standardization in performing the acquisition function that is grounded by the Federal Acquisition Regulation s (FAR) Guiding Principles for exercising sound business judgment. Leverage institutional knowledge sharing activities and opportunities for all employees coming through our programs. Bridge the gap that often exists between program and contracting offices to create acquisition teams that are committed to collectively achieving results. We are committed to providing excellent customer service ensuring a seamless process that enhances the overall student experience for training delivered at the VAAA for VA employees and our civilian federal government partners. VAAA currently supports approximately 12,000 student annually with an escalation anticipated. Objective VAAA Enterprise Shared Services office requires contract support to provide assistance with operation and logistic support functions within the Academy for VA. VAAA Enterprise Shared Services office is looking for best practices and innovative ways to enhance the overall student s experience for training delivered at the VAAA which includes VA employees and our civilian federal government partners. Specifically, we are looking to achieve the following: Administer an efficient registration and scheduling process to deliver VAAA curriculum in accordance with academy s policies and regulations. Provide timely, precise guidance and support as related to government travel to and from VAAA. Ensure VAAA maintains accurate enrollment records for its entire student population, past and present, and provide access to data derived from these records when appropriate. Provide an array  of vital classroom support services to facilitate  the  utmost in positive learning outcomes. The contractor shall provide multifunctional support service assistance to include the following areas but not limited to: Administrative support The contractor shall support office operations in an academic environment through providing expertise in the form of an administrative assistant, executive assistant, general office specialist, software application specialist. Administrative support functions uphold the overall mission of the academy by providing administrative support services to internal and external stakeholders of the academy in a timely, effective, and professional manner. Each team member must be proficient in Microsoft Office 365 suite of applications specifically Word, Excel, and PowerPoint. Scheduling and registration systems support The contractor shall support the former, current, and future students with resolving common registration questions and issues and solutions to include the management of all training request activities from start to finish. The contractor shall administer the registration support of the various modalities of instruction. These functions are accessed through multiple training platforms. Additionally the contractor shall provide support to include but not limited to; student registration activities, reviewing/uploading rosters, entering course dates, technology assistance, reserve classrooms, etc. The contractor shall provide input into expanding the course catalog through other mediums of delivery (current course catalog is paper and hard copy delivery). Student travel guidance and processing The contractor shall support the Academy Travel Team (ATT). ATT assists VAAA s students with the federal travel approval and auditing process. The ATT assists approximately 10,000 students per year with the travel request creation (FTR/VA guidelines, special accommodations, reservations, etc), review for accuracy, revisions and approval processes.   Recording/managing data in the VA s online training system(s) The contractor shall administer the collection of reports, forms generation, and provide responses to executive level queries. The contractor shall perform data entry into an SQL database. Facilities operation support The contractor shall provide support to set up classrooms for effective instructions; including but not limited to; rearranging seats and transporting classroom instructional furniture of up to fifty pounds. Provide support to the Facilities manager in day-to-day operations of the building and complex. The Contractor shall provide assistance for scheduling and following up with the classroom support and maintenance activities. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, address, email address, website address, telephone number, business size, NAICS code; DUNS, SIN Category and GSA Schedule (if applicable); A statement that explains if your company can offer the support listed above as well as your past capabilities in this arena; and The best NAICS code that this support falls under. Your GSA schedule if applicable. In addition to providing a capability statement as discussed above,  a series of questions regarding capability must be answered.    Please ensure the question number is referenced within the RFI response. Below are the capability questions: Address how you have publicized training offerings to increase your enrollment. Provide best practices in post-secondary course registration setting. Address your familiarity with Government travel rules. Please address your customer service experience in a post- secondary education environment. Provide examples of your best practices to ensure/develop knowledge management. Please discuss your familiarity with the VAAA and its mission? What additional tasks would you add to meet the Program Office s objectives? Is there any additional information we should consider that would add value and completeness to the task requirements and objectives for implementation at the Program Office? STRUCTURE AND SUBMISSION OF RESPONSES Contractors should respond to this RFI by January 10, 2017 by 12:00 PM EST via e-mail to Melissa.Maloy@va.gov.
