- This is a Request for Information (RFI). There is currently no solicitation package available. The Naval Air Systems Command (NAVAIR) V-22 program is requesting information, comments, and questions regarding interest in an O2N2 Concentrator Test Set. The government's specific interests are as follows: Interested companies who may have a single box solution. When responding to this configuration, please provide Original Equipment Manufacturer (OEM) Part Number (P/N) and general product information. Interested companies who have an existing single box capable of being modified to meet the specification detailed below. When responding please provide OEM P/N and general product information on the baseline model. Please forward any comments, questions, and concerns regarding the specification or general interest information to: Alice Tornquist, Contract Specialist, (732) 323-4316. All corporate and proprietary information should be so marked and will be fully protected to the extent allowed. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. Information should be submitted within 15 days of the publication date of this RFI. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. This RFI does not constitute the solicitation of proposals. Responders to this RFI may be requested to provide additional details/information based on their initial submittals. Questions and submissions may be submitted by email to alice.tornquist@navy.mil. Technical Requirements The O2N2 Test Set is used to perform functional tests on the V-22 Aircraft concentrators. These concentrators are a part of the O2N2 system that provides oxygen and nitrogen for crew breathing and aircraft system nitrogen requirements. The O2N2 concentrator is a Weapons Replaceable Assembly (WRA) and consists of Two Shop Replaceable Assemblies (SRA); the Controller/Monitor (CM), which is the electronics package, and the Pressure-Swing-Absorption Assembly (PSA), which is the entire WRA less the CM. The Test Set is to validate various performance and functional parameters on the concentrator. It is also to perform fault isolation procedures to the SRA and sub-SRA levels. All O-Level maintenance is on condition and results in removal and replacement of the concentrator based on failure reporting by the CM. All maintenance of the concentrator will be performed off-aircraft at the Intermediate Level of maintenance. Off-aircraft maintenance will be to test and fault isolate to the subassembly level. The Test Set is to have the following capabilities: 1) Regulate and measure the inlet air source to the concentrator 2) Control and measure the nitrogen product gas flow rate 3) Control and measure the oxygen product gas flow rate 4) Measure the oxygen concentration of the oxygen product gas 5) Measure the oxygen concentration of the nitrogen product gas 6) Measure the oxygen and nitrogen outlet pressure 7) Measure the regulator outlet pressure 8) ARINC 429 Bus Communication 9) Capable to operate the PSA without the controller/monitor All maintenance on the O2N2 Concentrator and Test Set must be performed in an environment suitable for oxygen sensitive equipment. The O2N2 Concentrator Test Set is to consist of two case assemblies; an electronics case assembly and a plenum case assembly. The electronics case assembly is to house the electrical/pneumatic controls and measurement instruments. The plenum case assembly is to house two plenums and a storage area for a portable laptop computer, computer 3.5" software discs, interconnection hoses, cables and adapters. Request for Information Please provide the following information with respect to your O2N2 Concentrator Test Set, which meets the requirements specified above: 1. General description of your Test Set. 2. Identification of critical requirements for the Test Set. 3. Overview of your Test Set concept of operation. 4. Discuss critical information required for the use of your Test Set. 5. Describe environmental testing test methods. 6. Provide any additional information desired.
