Description
P-791, Small Arms Testing and Evaluation Center (SATEC) Range Expansion, JEB Little Creek-Fort Story, Virginia Beach, Virginia THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this sources sought is to describe the requirement for the installation of a Close Quarter Combat Recording (CQCR) system in all new facilities constructed as part of an expansion of the Small Arms Testing and Evaluation Complex (SATEC) Special Operations Urban Complex (SOUC) training range. The second phase of construction will involve the addition of six new target buildings and a Range Control Building. All buildings will require the installation of numerous audio, visual, lighting, and special-effects items that must be properly integrated into the range s existing CQCR system. The CQCR is a highly specialized system of interdependent, specialized cameras and controls that incorporate integrated Hollywood-type special effects and High-Risk Training (HRT) safety controls. This system has been designed to control the technical equipment required to provide realistic combat simulations replicating those encountered by Special Operations Forces (SOF) in high-threat environments as well as record the performance of training participants. The CQCR system operates all of the range s audio, visual, and special-effects components via a graphic human-machine interface created using a software program called Wonderware. The system also utilizes numerous Programmable Logic Controllers (PLC) units that serve to control the actual functioning of one or more technical components. Only manufacturer-authorized integrators have access to the PLC software that allows the various components to communicate with the Wonderware SCADA program. The equipment currently used at the SATEC SOUC, required to be integrated into to, intended for use in the proposed expansion includes: Networked audio system (manufactured by Digigram) Lighting (controlled by Allen-Bradley controllers) Video control system (Pelco) IED simulators (Allen-Bradley) Environmental control / scent systems (Allen-Bradley) Proprietary Range/shooting targets (Strategic Systems, Inc.) THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. Interested Sources are invited to respond to this Source Sought by completing Attachment 1 Company Information and Attachment 2 Technical Information. The Capabilities Statement Package shall not exceed 5 pages and shall ONLY be submitted electronically to Barbara Williamson-Garris, Barbara.williamson@navy.mil and MUST be limited to a 4Mb attachment. You are encouraged to request a read receipt or acknowledgement via reply email. RESPONSES ARE DUE NO LATER THAN TUESDAY, NOVEMBER 21 2017 AT 4:00 PM EASTERN. LATE RESPONSES WILL NOT BE CONSIDERED.
