Description

The Service Area Office East (SAO-E) R&D Contracting Office, intends to negotiate on a sole-source basis with Imaging Systems and Service, Inc. (ISSI), 143 Burton St., Painesville, OH 44077-4164, for the procurement, installation, and annual maintenance/servicing of an ISSI Bi-Planer X-Ray (fluoroscopy system) and related components at the VA Seattle Medical Center, 1660 S. Columbian Way, Seattle, WA 98108. This procurement is being conducted in accordance with 10 U.S. C. 2304(c)(1) and FAR 6.302-1(a)(2), only one responsible source, because the Government believes that 1) ISSI is the only seller/installer of this system/component(s), and 2) that this system/component(s) are the only one(s) that will be clinically-acceptable and technically-compatible with existing ISSI fluoroscope components already in the medical center, and that 3) ISSI is the only provider capable of providing qualified servicing and maintenance on the fluoroscopy system components (Vicon components excluded). Salient characteristics of the ISSI fluoroscopy system: Fully compatible with existing ISSI fluoroscopy hardware/software; Fully compatible with existing and proposed Vicon Motion Systems high-speed, motion-capture cameras and supporting hardware and software; 80kW Epsilon X-ray generators with both fluoroscopy and radiographic acquisition modes; Varian 1,000 KHU X-ray tubes, 0.3 and 1.0mm focal spots; Automatic collimator; Overhead mounting; No external heating or cooling required; This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 423450, small business size standard of 200 employees. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Jeff Greis, Contracting Officer, no later than 11/20/17, 12:01 ET. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with a sole-source procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer. Please include your socioeconomic status (i.e., SDVOSB and DUNS numbers) in your responses.
