- N00164-18-S-NB16- Navy Tactical Computer Resource (NTCR) -Depot Reutilization, Repair, Refurbishment, Technical Assistance, Cable Manufacturing, and Obsolescence Management in support of Legacy Electronic Systems - FSC - 5895 - NAICS - 811219 Issue Date: 15 NOVEMBER 2017 - Closing Date: 06 DECEMBER 2017 - Time 11:00 AM Eastern This Sources Sought Notice is being issued by the Department of the Navy, Naval Surface Warfare Center (NSWC), Crane Division, on behalf of the Radar Technologies Division. The Government is conducting market research to determine availability of suppliers for Depot Reutilization, Repair, Refurbishment, Technical Assistance, Cable Manufacturing, and Obsolescence Management in support of Legacy Electronic Systems within the Department of Defense (DoD) and for Foreign Military Sales (FMS). The contractor shall provide technical and logistical support for Navy Inventory Control Point (NAVICP) Depot electronics repair tasking and FMS tasking. This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This Sources Sought Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The U.S. Government is in no way liable to pay for or reimburse any companies, entities, or individuals that respond to this announcement. Any costs incurred by interested parties in response to this Sources Sought Notice will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. Contractors must be properly registered in the Government's System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the special notice attachments. Offeror's may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. NSWC Crane is seeking companies with capability to: provide Depot Reutilization, Repair, Refurbishment, Technical Assistance, Cable Manufacturing, and Obsolescence Management in support of Legacy Electronic Systems within the Department of Defense (DoD) and for Foreign Military Sales (FMS). The contractor shall provide technical and logistical support for Navy Inventory Control Point (NAVICP) Depot electronics repair tasking and FMS tasking. Companies responding to this Sources Sought Notice shall review the List of Repair Costs (Attachment 1), Government Furnished Equipment (Attachment 2), USH-26 (most complex system) - Drawings/Engineering Change Proposals(ECP's)/Technical Manuals/Procedures/Data Sheets [Attachments 3A through 3F consisting of 100 files each, 3G (94 files), 3H and 3J (10 files each), 3K (5 files), 3L (3 files), and 3M (8 files)], Description of Repairs (Attachment 4) and Draft Statement of Work (SOW, Attachment 6) and complete the "Contractor Response" column for each capability Item identified in the Response Form (Attachment 5). Where additional information is requested on the response form, companies will provide that information, identified by the corresponding Item Number, in a single, separate White Paper not to exceed 10 pages. White papers submitted in conjunction with the Response Form (Attachment 5) shall be in electronic format. The font size shall not be smaller than 12 point font. The top, bottom, left and right margins shall not be less than 3/4 inches. A cover page for the white paper shall be included. The cover page shall include the company name, address, CAGE Code, and points of contract (names, email, and telephone numbers) at a minimum. The cover page and completed form are not considered in the total page count. SUBMISSION OF RESPONSES: NSWC Crane will accept only electronic unclassified submission of responses. The completed Sources Sought Response Form (Attachment 5) and Whitepaper responses are due 21 calendar days from the date of this posting to Ms. Pamela Ryan at the pamela.d.ryan@navy.mil. All responses shall be unclassified and shall be submitted to the Contract Specialist by 11:00 a.m. local time on 06 DECEMBER 2017.
