Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Oxford Instruments of 130A Baker Ave Ext, Concord, MA 01742-2121 for the purchase of an annual maintenance service contract for EDS and EBSD detectors. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The proposed acquisition is to obtain an annual maintenance service contract covering routine preventative maintenance as well as emergency services, repair, and calibration for the following detectors: 1.Oxford Aztec mics/X-stream2//X-Max 80 EDS system (Serial Number: SC38841//34101-X80) 2.Oxford Aztec mics/X-stream2//X-Max 80 EDS///Nordlys EBSD system (Serial Number: 63394//57832/// NL04-2326-30) Oxford Instruments is the Original Equipment Manufacturer (OEM) for the required equipment. As such, the expertise, experience and parts availability required to maintain and service this tool are only available through Oxford. The purchase of the maintenance and service contract from Oxford Instruments ensures the quick repair and detector replacement, within one week, and to do the repairs with the least amount of down time. These systems are used as shared resources that are accessible to researchers from industry, academia, NIST and other government agencies. The service contract is required to keep these systems operational, with minimal interruption in service so they are available for use 24 hours per day and 7 days a week. The North American Industry Classification System (NAICS) code for this acquisition is 811219 and the size standard is $20.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on November 30, 2017. Inquiries will only be accepted via email to forest.crumpler@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
