Description
FIREFINDER NSN List Federal Business Opportunities Page (FBOP) Announcement for Sources Sought The Government intends to extend the ordering period on Contract W157PT-13-D-C104 with Thales-Raytheon Systems (TRS) LLC by an additional three (3) years from 18 July 2018. The Government cannot guarantee any orders during the extension period of this contract as these systems are at their end of life phase. Consequently any projected demand requirements, if executed on this contract during the ordering period extension, will consist of minimal quantities for repair and/or production. The Government is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the full scope of requirements under the aforementioned FIREFINDER (FF) contract. Full scope of this FF contract consists of: Procurement of Spare Secondary Items, Testing and/or Repair of non-organic depot repairable items should demands arise for items identified under the NSN (National Stock Number) List posted with this notice. These spare parts may be required to sustain different configurations of legacy FIREFINDER (FF) AN/TPQ-36(V), AN/TPQ-37(V) and AN/TPQ-46, which is the Marine Corps equivalent of AN/TPQ-36(V) as well as Foreign Military Sales FF Radar systems if necessary. In addition, various type of professional services e.g., Technical, Engineering and Fielding support services and documentation updates for these systems, if a need should surface, are all included as a package under this contract. Firm commitment to individual Delivery and/or Task Order (DO/TO) contract schedule, which will be determined and specified with request for proposal submission, is critical. Additionally, the Government does not currently possess up to date Level III Technical Drawing Package adequate for build to print production and in some cases complete detailed performance specifications or repair, performance and integration testing documentation for competitive procurement of these spare items. Some of these individual spare items if and when ordered as repair and/or production may require End Item/System Testing prior to final acceptance. The Government cannot guarantee availability of an End Item/System to supply as Government Furnished Equipment/Property for qualification, reverse engineering and/or final acceptance testing purposes. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. This Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding to this announcement will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if a RFP is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor the site for additional information pertaining to this requirement. Interested sources/companies capable of satisfying the Government's requirements as a package covering indicated scope must so indicate by responding to the POCs Email addresses noted below and the listed contractual POCs for this notice. Response must include the following requirements at a minimum: • Supporting documentation for specification compliant production samples, item performance specifications and associated engineering and up to date production drawings, final acceptance test procedures and test results, end item specification, and proof of ability to comply with Government's desired delivery schedule for each item. • Indicate if company has open/on-going production line and date of last production. • Supply electronic copies of documentation such as validated test specifications, test and final acceptance procedures and associated test results demonstrating compliance with the item's Government approved configuration drawings and specifications. • Identification of current status as a Large Business or Small Business Concern. Small Business Concerns must specify their Representation and/or Socio-Economic Category such as: Small Business (SB), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB) and Economically Disadvantaged Women-Owned Small Business (EDWOSB), 8(a) Business Development Program or Historically Underutilized Business Zone (HUB Zone) Program. • Identify percentage of work that would be contracted and percentage to be performed in-house for each NSN. • Past Performance for NSNs identified and/or similar NSNs and date of last manufacturing effort for these items; also provide Government contract number if applicable. • Provide information to demonstrate adequate production facility and resources (personnel, equipment, tooling, space etc.) are available to successfully perform and satisfy the Government's requirements. • Provide current quality standard certification and quality standard that would be in-place for contractual efforts. • Specify U.S. Government Security Level currently held at location work efforts would be executed. • Indicate if any portion of this effort will be performed outside of the U.S and if so, name of company and specific location. • Specify Production Lead Time (PLT) for manufacturing of new units from DAC award. • Specify Lead Time for Engineering Inspection, testing and subsequent repair of non-serviceable units from DAC award. • Address any action that could be undertaken to minimize cost, schedule and mitigate identified risk associated with new manufacturing/production and/or repair units. Interested Sources/Parties responding to this notice shall be responsible to adequately label "PROPRIETARY" or "CONFIDENTIAL or "BUSINESS SENSITIVE" marking as appropriate in their responses. The deadline for responding to this notice is No Later Than Close of Business 1700 hours Eastern Standard Time (EST) 30 November 2017.
