Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to S.L. Ross Environmental Research Limited upon the basis of the authority provided at FAR 13.501(a)(1)(i). This requirement is for oil spill mitigation research involving development of a linear augmented fire boom configuration to increase burn efficiency and reduce emissions of in-situ burning of crude oil. These services consist of preliminary in-situ burns in a scaled down version of the Government's existing custom-fabricated wave tank. The Government, in conjunction with the Contractor, will use the Contractor test results to perform full-scale in-situ burn testing in its wave tank. The successful Contractor must have access to and be able to conduct preliminary in-situ burns in an exact scaled-down version of the Government's wave tank. S.L. Ross Environmental Research Limited was identified as the only vendor with the required facilities capable of offering services meeting the Government requirement. S.L. Ross Environmental Research Limited, as the fabricator of the Government's large wave tank, is the only vendor with an exact small-scale wave tank within which to perform preliminary testing. The associated North American Industry Classification System (NAICS) code is 541715, which has a size standard of 1,000 employees. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
