18SNB20 ATTACHMENTS N00164-18-S-NB20- SOURCES SOUGHT - DESIGN, MANUFACTURE, ASSEMBLE, TEST, PRODUCE, DELIVER AND SUPPORT THE ALQ-99 TACTICAL JAMMING SYSTEM (TJS) ENHANCED TACTICAL POD TESTER (E-TPT) - FSC 5865 - NAICS 334515 Issue Date: 15 NOV 2017 - Closing Date: 29 NOV 2017 - 2:00 PM EDT ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for development and production of an E-TPT to satisfy the operational need of the U.S. Navy to test the AN/ALQ-99 Pod Sub-System. The E-TPT will test to insure ready for issue status of the AN/ALQ-99 and it's Weapons Replaceable Assemblies (WRAs). SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Teradyne, Inc., 700 Riverpark Dr., North Reading, MA 01864-2634, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is savings to the Government by leveraging off the existing Teradyne High-Speed Subsystem (HSS) hardware design currently in production for the NAVAIR PMA-260 Consolidated Automated Support System (CASS), ancillary test unit for accommodating high speed test signals. Commonality of parts will provide a cost savings to the Government over the expected 20-year E-TPT lifecycle. Additional savings will be achieved by utilizing the OEM's HSS Diminishing Manufacturing Sources and Material Shortages (DMSMS) part management program, and HSS software reuse, which limits develop time, non-recurring engineering costs, and software maintenance in the out-years. Overall, this will prevent substantial duplication of cost to the Government that is not expected to be recovered through competition, and prevent unacceptable delays in fulfilling the agency's requirements. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described herein. The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities and facilities to provide E-TPT design and development, integration, test, production, and sustainment support in accordance with the attached draft Statement of Work (SOW) (attachment 1); draft performance specification (attachment 2); and the schedule requirements (attachment 3). Data required to execute this program is not releasable to foreign nationals. This effort will include delivery of three pre-production units (PPU), 51 production units, the refurbishment of the three PPUs to the production configuration, support for testing, and Test Program Set (TPS) development support. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior Automatic Test Equipment development, summary of prior testing, test reports, estimated development and production schedule, a budgetary estimate, production quantity breaks, and a DMSMS long-term support strategy to mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration.
