Description
The Naval Air Systems Command (NAVAIR) intends to issue a contract action to the Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98108-4002, on an other than full and open basis for the procurement of: (1) approximately 10 Cockpit Voice Flight Data Recorders (CVFDRs) with each including a 90-day Underwater Locator Beacon (ULB) capability; (2) the retrofit upgrade of approximately 56 CVFDRs with 30-day ULB capability to CVFDRs with 90-day ULB capability; and (3) technical directives and updates to publications required to implement and document the CVFDR upgrade and integration into the P-8A.. The planned period of performance is from November 2018 through October 2019. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer, manufacturer, and integrator of the P-8A aircraft, and therefore is the only source with the requisite knowledge, experience, technical data, computer software, computer software documentation, facilities, and qualified personnel that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
