- Description
- Today, we received approval of our Acquisition Plan. We will regroup as a team and establish new milestones. Once established, we will post the estimated release date of the RFP and whether or not we plan to hold an Industry Day. This acquisition will be a 100% small business set-aside using the competitive procedures described in FAR Subpart 19.5 and FAR Subpart 6.2 and the solicitation procedures described in FAR Part 15. The NAICS code for this procurement will be 541513 and the rationale for the decision is detailed as follows. The Contracting Officer determined that the multiple information technology efforts that comprise the USARCC-C's IT Support Services solicitation can reasonably be grouped under NAICS code 541513, and thus constitute the bulk of the anticipated work. This requirement focuses on supplying contractor manpower (human capital) that is separate from the technology. The principal input being acquired is subject matter expertise. The services provided by establishments engaged in providing management and operation of clients' computer systems and/or data processing facilities, which includes the support services and network infrastructure necessary to carry out those functions, best describes the principal purpose of the services being acquired under the USARCC-C's IT Support Services solicitation. Market Research supports the selection of NAICS code 541513. After appropriate consideration to the industry descriptions in the NAICS United States Manual, the product or service description in the solicitation and any attachments to it, the relative value and importance of the components of the procurement making up the end item being procured, and the function of the services being purchased, the Contracting Officer determined that the most proper NAICS code and size standard for this solicitation is NAICS code 541513. Please continue to monitor the amendments to this DRAFT PWS posted under W91RUS-17-R-0014, which will become the solicitation number when the final RFP is released.

- Address: The primary place of performance is Fort Huachuca, AZ (60%) and alternate at Fort Sam Houston, TX (40%), or as identified in 5.0 Technical requirements, with limited contract support at Fort Gordon, GA and Fort Eustis, VA. The Contractor normally shall perform IT support outside Fort Huachuca, Fort Gordon, Fort Eustis, and Fort Sam Houston in a temporary duty (TDY) status.
