- Description: The Project Manager for Maneuver Ammunition Systems (PM MAS), Picatinny Arsenal, NJ and the Army Contracting Command - New Jersey (ACC-NJ) are currently seeking sources for the delivery of Caliber.50 Ball and Trace Cartridges with reduced range capability. Reduced Range Ammunition (RRA) is a capability that will allow for a smaller Surface Danger Zone (SDZ) footprint while still maintaining performance characteristics suitable for collective training and/or individual qualification. The source is expected to demonstrate design capabilities, manufacture qualification quantities, and manufacture production quantities based on a U.S. developed draft performance specification. Specifications: The Caliber.50 Ball and Trace RRA will be procured to a Performance Specification marked Distribution D that contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, (Title 50, U.S.C., App. 2401 et. seq.). The performance specification has not yet been developed for these items. Planned Acquisition: The planned acquisition strategy is to be determined. The preferred technical solution requires no development effort; however, candidate technical solutions requiring development and qualification efforts will be considered in the context of the associated cost, schedule, and performance. The Government is also seeking sources interested in entering into a Cooperative Research and Development Agreement (CRADA) with the U.S. Government. The contractor will be required to deliver 150 cartridges each of the ball and trace configuration. In exchange for providing the cartridges, the Government will bear the cost to test the cartridges and each offeror will be provided the results of their test. The cartridges will be tested for maximum range, accuracy at 900m and 1500m, and trace visibility over the effective range. Submission Information: All responsible interested sources should submit a detailed description of the proposed technical solution along with the associated technical maturity. Submissions should include a summary of their design / development experience, production and testing capabilities, a description of facilities, personnel and past manufacturing experience as it relates to the above. Respondents shall also provide the following information: - Potential for further design improvements to proposed Caliber.50 Ball and Trace RRA solutions - Current, and projected, manufacturing capacity for Caliber.50 Ball and Trace RRA - Identify any components in the proposed design that contain lead and/or uranium, and the amount (weight) of lead and/or uranium used - Current and, with incorporation of design improvements, projected performance characteristics of proposed Caliber.50 Ball and Trace RRA for the following (for all responses, please specify if theoretical or empirical): - Maximum range (specify at what elevation, temperature, pressure, wind speed and direction, etc.) - Accuracy at 900m and 1500m - Please include x and y coordinates for all shots fired and do not eliminate any shots - Specify test barrel characteristics (length, lands/grooves, twist rate, etc.) - Specify number of rounds per target and number of targets used for calculation - Specify wind speed and direction - Maximum distance that Tracer signature is visible - Trajectory match of RRA Ball to RRA Trace out to 900m and out to 1500m - Interest in entering into a CRADA to assess candidate performance attributes as noted above on provided samples. All responsible interested sources should submit their capabilities/qualification data.
