- Description: NSN 1095-01-063-9399 - BOMB HOOK ASSY is being bought in accordance with MARVIN ENGINEERING (32067), SOLO ENTERPRISE (09245), KLUNE INDUSTRIES (05DN8) and RAYTHEON COMPANY (072E5), ALL PART NUMBER 549AS260. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice. The total quantity required is 337 each to be shipped to ( SW3122 ) Jacksonville, FL 32212-0103. A 100% option quantity of 337 each will also be included in this procurement. FOB Origin and Inspection Origin is required. First Destination applies to this procurement. This item has been identified as a Navy Critical Safety Item (CSI). FIRST ARTICLE DUE DATE - 120 DAYS FROM AWARD REVIEW OF FAT- 150 DAYS PRODUCTION LEAD TIME - 365 DAYS PLT TESTING- 120 DAYS PLT REVIEW- 45 DAYS PLT IS CONCURRENT WITH PRODUCTION DAYS PACKAGING / SHIPPING - 30 DAYS TOTAL DELIVERY TIME FRAME - 830 DAYS This item requires a Government First Article Test. The required delivery is 18 Samples due in 120 days from date of award, review of First Article is 150 days and delivery of production quantity after First Article Test approval is 365 days. Production Lot Testing (PLT) is also required for this procurement. Delivery of PLT is concurrent with production quantity (365 Days). Government Test of PLT is 120 Days. Approval of PLT is 45 Days, packaging/shipping is 30 Days; for a total of 830 days. FOB Origin and Inspection and Acceptance at Origin are required. First Destination applies to this procurement. This solicitation is an RFP and will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date of 11/30/2017 ; Hard copies of this solicitation are not available. There are no technical drawings/bid sets available. This solicitation is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and delivery. The required delivery is 830 days. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, proposals will be evaluated according to "best value" procedures on the basis of Price, Past Performance and Delivery. All offers shall be in English and in US dollars. Surplus material will not be considered. Export Controls (ITAR/MLI) apply. JCP certification will be required. The required delivery is 830 days, including the Government First Article Test (FAT).
