Description
The Veterans Health Administration (VHA) has a need for: The Department of Veterans Affairs, Pittsburgh Healthcare System (VAPHS), consisting of 3 hospitals and ancillary facilities and offices in the Pittsburgh, PA metropolitan area, has a recurring need for on-site sign language interpretation services and Communication Access Realtime Translation (CART) services in support of deaf or hearing-impaired employees and patients. Services must be available on a 24/7 basis. Although most appointments are scheduled in advance, there may be times that little advanced notice is provided. On-scene interpreter response time may be required within as little as two hours notification. Generally, interpretation will be performed at either the Heinz Medical Center or at the University Drive Medical Center. However, the contractor must be able to provide interpretive services at any of the VA facilities within the greater Pittsburgh area. The government is seeking all interested vendors; and specifically Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) in accordance with Vets First and the Rule of 2 (Kingdomware decision). If interested, please provide: All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this sources sought notice for market research purposes, and shall include a capability statement with your submission. The capability statement shall include proof that interpreters currently on staff are members of the Registry of Interpreters for the Deaf (RID) or a plan to on-board RID interpreters as well as the contractor s Pittsburg area office location or plan to locate their employees in the Pittsburg area.
