Description
This is not a request for quotes or proposals; the Government is seeking information for market research purposes only. The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8-San Juan, Puerto Rico is currently conducting a market survey for potential qualified firms capable of providing storage, inventory management, and home delivery services of nutritional supplements, medical supplies and refrigerated drugs to eligible beneficiaries throughout all municipalities of Puerto Rico except Vieques and Culebra. The North American Industry Classification System (NAICS) is 492110 with a Size Standard in Number of Employees of 1500. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS Code 492110. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice shall include company/individual name, a service capability statement, examples of similar facilities which you have provided services; DUNS number, address, point of contact. Contractor must be registered in the System for Award Management (SAM) (see internet site: https://www.sam.gov). A solicitation is not currently available. If a solicitation is issued, it will be announced on the Federal Business Opportunities website: http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. E-mail: mary.gugliano@va.gov. Copy of the Performance Work Statement(PWS) is hereby attached to this Sources Sought. Specific areas to be addressed in the capability packages submitted by respondents are as follows: 1. Provide adequate care of Government-owned nutritional supplements and medical supplies in its possession or control from the time of receipt until properly relieved responsibility. 2. Utilize a proven inventory management system. 3. Guarantee that supplies shall be delivered to patients home within two (2) business days after the prescription received except those cases where products are not available. 4.Contractor must have a stable environment in the Supply storage locations without extreme changes in temperature and humidity. Items stored within these locations must comply with temperature and humidity requirements in accordance with manufacturer specifications. Real Time Located System(RTLS) temperature and humidity tracking to produce alerts and historical monitoring reports will be required. 5. Supply storage locations must meet the ventilation parameters: Location Airflow Relative Humidity (%) Temperature Clean supply room Positive (out) <75 64-78 Breakout room Positive (out) <75 64-78 Bulk storage/warehouse Not required <75 64-78 NOTE: Recommendations are based on information from the International Association of Healthcare Central Service Material Management (IAHCSMM). It is anticipated that the contract will be a Firm Fixed Price with a Base Period and Four Optional Periods of 12 months each. ANY INTERESTED SMALL BUSINESSES should submit a capability statement that demonstrates the firm s ability to perform the key requirements described above. Standard company brochures will not be considered sufficient response to this Source Sought. In the capabilities statements, contractors should provide their size status for the above references NAICS code. (i.e. small, large) and whether they are certified SDVOSB, VOSB, Hub zone, 8(a) and women-owned concern. Responses to this notice must be submitted to ( mary.gugliano@va.gov ) not later than Tuesday, November 21, 2017 on or before 10:00am Eastern Time. No telephone inquiries will be accepted.
