- JA_Redacted Request for Clarification Schedule of Items Solicitation Provisions Contract Clauses and Supplemental Terms and Conditions Specification Synopsis-solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being procured using procedures in FAR Part 12, Acquisition of Commercial Items, FAR Subpart 13.5 Simplified Procedures for Certain Commercial items, and FAR Part 15, Contracting by Negotiation. It is the Government's intention to solicit and negotiate solely with J Goodison Company Inc., 244 Burlingham Avenue, North Kingstown, RI 02852. J Goodison Company Inc. is a certified Service Disabled Veteran Owned Small Business. A copy of the sole source justification and approval is available as an attachment with this solicitation. The contract will be awarded on a firm-fixed-price basis. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov. United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for reasons of unusual and compelling urgency or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program shall be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer. Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed. The Ombudsman Hotline telephone number is (202) 372-3695. NOTICE TO OFFERORS 1. The solicitation number is 70Z08518RP4501600; this solicitation is issued as a request for proposal (RFP) for the FY 18Dockside Repairs of USCGC HAMILTON (WMSL 753) home moorage in Charleston, SC. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94/95, effective January 19, 2017. 3. This requirement will be set aside for certified Service Disabled Veteran Owned Small Business; the associated NAICS code is 333611. The product / service code is J -- Maintenance, repair & rebuilding of equipment. The small business size standard is 1,250 employees. 4. Offerors must complete and submit all applicable items of this solicitation, with particular emphasis on Schedule of Items - Supplies/Services and Prices, contract clauses, and 52.212-3, Offeror Representation & Certifications - Commercial Items. 5. Mailed and e-mailed proposals will be accepted. Facsimile proposals will not be accepted. Emailed proposals shall be sent to sarah.e.thompson2@uscg.mil. An Offeror that fails to meet any due date will be considered "late" in accordance with FAR 52.212-1(f). 6. The prospective offeror is urged to visit the cutter and visually inspect each item of work and to become acquainted with local conditions, locations of items and fixtures, removals, replacements, interference and the nature of work. CGC HAMILTON will be available for ship check during the solicitation period. Contractor is required to offer prices for all items in Schedule of Items - Prices, Attachment, to be considered. 8. Offeror is advised that some of the drawings, diagrams, and reports that are provided with this solicitation are for information use only. The Coast Guard does not warrant the accuracy of this information. This is the best information available to the Coast Guard and is provided to the offerors to assist them in preparing their competition proposals. 9. REQUIRED DOCUMENTS: The offeror shall furnish the information required by the solicitation, which includes: 1. Small Business Self Certification for applicable set aside 2. ANTICIPATED AWARD DATE: The contract is expected to be awarded on or about 06 December 2017. Work covered by this requirement shall be completed within the respective period of performance for each cutter. 12. Closing date/time for submission of offer is 30 NOVEMBER 2017 at 11:00 A.M., Eastern Standard Time.
