Description
This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capabilities of potential sources and the availability of commercial sources pursuant to FAR Part 10. This is issued by the Shore Infrastructure Logistics Command West, Alameda, California to identify sources capable of provided FULL FOOD SERVICES at USCG Sector San Diego, San Diego, California base plus four (4) option years, if exercised by the Government, beginning 01 October 2018. A solicitation will be issued NEXT YEAR and will be synopsized on FedBizOps Electronic Posting System at www.fbo.gov. It is the potential offerors responsibility to monitor this avenue for release of any solicitation or synopsis. The Contractor shall provide all food, personnel, management, supervision, materials, supplies and other items necessary to provide full food services at U.S. Coast Guard Sector San Diego, San Diego, CA. To accomplish its mission it is essential that the dining facility be maintained in an attractive and sanitary condition at all times, and that military etiquette is adhered to. The Coast Guard Dining Facility (CGDF) has one kitchen and serves TWO (2) meals per day with all meals served cafeteria style. The meal volume has ranged over the last three years from 39,000 - 42,000 meals annually. The CGDF hours of operations are 0600 - 1230 (6 a.m. - 12:30 p.m.) Monday - Friday; 0730 - 1230 (7:30 a.m. - 12:30 p.m.) on weekends and holidays. The CGDF is used regularly by Coast Guard active duty and retired personnel, reservist and civilian government employees working at the base; as well as barracks occupants, duty sections, and late working or emergency service employees; and, for any special events that may occur throughout the period of performance. This notice is for MARKET RESEARCH PURPOSES ONLY and does not constitute a Request for Quote or Proposal; and it is not considered to be a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The Government reserves the right to consider any arrangement as deemed appropriate for this procurement. The applicable NAICS Code is 722310 (Food Service Contractors). The related small business size standard is $38.5 million. COMPETITION AND SET-ASIDE DECISIONS WILL BE MADE BASED ON THE RESULTS OF THIS MARKET RESEARCH AND THE FEEDBACK FROM THIS SOURCES SOUGHT. Any interested Small Business firms capable of providing these services is requested to respond via e-mail to Marcella V. Brown at Marcella.V.Brown@uscg.mil NO LATER THAN 2:00 P.M. PDT/PST ON 16 NOVEMBER 2017 with the following documentation: Name of Company, Address, Point of Contact, Valid Telephone Number, facsimile (fax) number and email address. Business Size, (8 (a), small business, veteran owned small business; service-disabled business, HUBZone, Small Disadvantaged Business; Economically Disadvantaged Women Owned Small Business and Women Owned). In addition, past performance information and capability statement shall be submitted. Past Performance shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, point of contact with VALID telephone numbers, email address and other relevant information). Offerors shall furnish this information NO MORE THAN THREE (3) contracts, on-going or completed within the last THREE (3) years, for like or similar services, held with the U.S. Coast Guard, other Government Agencies or Private Industry. Interested parties must be registered in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33.
