Description
NON-COMPETITIVE SYNOPSIS ***PLEASE CONTACT HAROLD SMITH/ARCS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO HAROLD.SMITH-1@NASA.GOV *** NASA/MSFC has a requirement for the purchase of Model number GQ0G1-2R27C-10V20 for maintenance services from Concurrent Real-Time Inc. for Hardware and Software Maintenance for the ImaGen and iHawk rack mount systems, plus peripheral devices and NightStar software in support of ES53 Lab. NASA/MSFC intends to purchase this maintenance on a Sole Source Basis to Concurrent Real-Time Inc. NASA/MSFC Avionics & Software Ground Systems Branch, requires Concurrent Real-Time maintenance to provide the ImaGen and iHawk systems their proprietary RedHawk Linux real-time operating systems, as well as the certifications for these systems. Due to the complexity of the real-time computing, the real-time operating system must be certified by the provider of the hardware/software maintenance. These systems support the Integrated Avionic Test Facilities (IATF), which includes the Systems Integration Labs (SIL), the Software Development Facilities (SDF), and the Systems Integration Test Facilities (SITF). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11/15/2017 by 12:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
