- THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE OF MARKET ANALYSIS ONLY. It is the responsibility of the interested parties to monitor the FedBizOpps site for additional information pertaining to this RFI. The Naval Special Warfare Command (NSW) is conducting market research to identify, as potential sources, companies who may possess the expertise, capabilities, and experience to respond to perform the requirements listed in this document. NSW is issuing this Request for Information (RFI) to explore industry's ability to provide NSW with a Multi-Purpose Canine (MPC) Support Services as is set forth below. To be considered as a potential source for this requirement, a Contractor must submit company capability information pertaining to their ability to perform as outlined in the Draft scope below. This is NOT a solicitation, the purpose of this RFI is for NSWC to: 1. Obtain market information regarding potential suppliers of the Multi-Purpose Canine support services; to include small business size status. Small Businesses are encouraged to provide responses to this RFI 2. Determine the availability of any potential sources which possess the capability to provide the required services via an Indefinite Delivery, Indefinite Quantity contract 3. Obtain information for a future solicitation as to how a prospective company would provide the required services Any and all interest, questions and input are due on or before 24 November 2017 at 12PM PST and must include the following: 1. Vendor Cage 2. Vendor Defense Security Service Facility Clearance Level 3. Capability Statement 4. Small Business Size Status The DRAFT scope of this effort is: Provide canine candidates for the MPC program as well as MPC handler and canine training in both San Diego, CA and Virginia Beach, VA. The Contractor shall provide six experienced, capable MPC Trainers (MT) and MPC Lead Trainer (MLT). Three trainers will be located on the East Coast, and three on the West coast. Trainers on both coast will be required to travel frequently, typically to military ranges. Vendor must have a SECRET Facility Clearance Level, and all instructors must hold SECRET clearances. Services to be delivered include comprehensive training to MPC Teams in control, bite work, urban and rural tracking, explosive and narcotic detection, obedience and agility. Training may be conducted in inclement weather including moderate extremes of heat, cold, rain or snow. The work environment is also subject to high frequency noise exposure on a daily basis, unique and non-standard explosive charges. Contractor shall have established explosives handling personnel Qualification and certification program. Instructors will: • Participate in field instruction, training trips and exercises as well as refresher training. • Ensure all data is maintained on the training of up to a total 24 canines and handlers within the east coast and west coast to include all necessary paperwork, records, or databases. • Assist in the selection and testing of dogs that would enter into the NSW MPC program. • Provide weekly decoy training to MPC personnel and act as a decoy during training events, canine selection, evaluations, certifications and demonstrations. • Manage sanitation and maintenance of two multiple run kennel facilities located on the East and West Coasts. This includes both the inside and outside areas associated with the kennel and daily care of canines to include general exercise, watering, and feeding. Instructor Qualifications: All trainers must have held or currently hold Canine Handler Training Certifications from recognized organizations. MPC Lead Trainer: Individual must have a thorough understanding of the Dutch Royal Police Dog Program KNPV, IPO and other working dog sports as well as experience with the training and employment of tracking dogs. Individual must have demonstrated experience in a similar MPC handler and canine development program. This includes oversight of other canine and handler trainers and as well as student interaction. MPC Trainer (MT): Must have demonstrated experience in a structured advanced military or advanced law enforcement MPC training program environment as a full-time trainer of both handlers and canines. Experience as a canine handler performing self and individual canine maintenance training is not equivalent. MT experience with training both handlers and canines in all of the following areas is desired: • Control (obedience) • Detection (narcotics and/or explosives), • Bite work/Patrol • Tracking (urban and/or rural) • Agility
