- JOFOC NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations - NOAA Ship Ferdinand Hassler has a need for Sperry Marine Bridge Upgrade to include installation and training. These parts will be provided by Northrop Grumman Sperry Marine, 1865 Industrial Blvd. Harvey, LA 70058 The Original Equipment Manufacturer for the failed bridge parts is Northrop Grumman Sperry Marine. All detailed information concerning the parts is proprietary to the OEM. The new parts should be a direct replacement of the existing parts so that no modifications are required for replacing, mounting, or installation of parts within the bridge. Obtaining the parts from another source will not meet the requirements due to incompatibility. The requirement includes the following: • Provide parts and labor to perform annual maintenance and gyrosphere replacements on the ship's two Sperry Mach II (non-mercury) Gyros. • Provide all required ECDIS/Radar installation hardware, including five workstations and software, to remove and upgrade the bridge mounted, obsolete Sperry ECDIS five workstations and network switch, to the Sperry Presentation Library 4 (PresLib4) level. • Provide one each spare workstations for the radar (VMFT PC) and an ECDIS (VMFT ECDIS PC) station. • Remove and Replace the five ECDIS workstations. • Perform OEM recommended dockside testing of the newly installed ECDIS system with a complete certification of the upgraded hardware. • Perform up to 4 hours of informal training for the newly installed ECDIS/Radar system for up to six of the ship's staff. • Perform a full inspection and maintenance on the installed VMT 30 kw S and 25 kw X Radars turning units. Test and tune the Radars for proper operation. Quality Assurance • Satisfactory demonstration and training on the operation of the newly installed ECDIS system, and of the Gyro dockside stability, accuracy and proper Radar tuning. The Government is not aware of any other vendors that can provide this specialized manufacture parts and service while also meeting all of the requirements listed above. The intended procurement is for parts and services for the bridge onboard the NOAA Ship Ferdinand Hassler. The Government intends to acquire these parts and services under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Northrop Grumman Sperry Marine under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and repairing with a business size standard of 1250 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00 PM EST on November 09, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required parts and services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements.
