Description
LDP Criteria In February 2017 the United States Army Corps of Engineers, Portland District (NWP), issued a Notice of Intent to Single Source the Leadership Development Services for a one year bridge contract. A number of interested vendors responded to the announcement indicating they, too, could provide the requested services. We are grateful to our industry partners for their response, and are requesting additional information as we further define our requirement for 2018. NWP seeks the professional services of an accredited academic institution, or an entity that has access to an accredited academic institution (hereinafter referred to as "Contractor"), to work collaboratively with district facilitators to administer a graduate-level Leadership Development Program (LDP) for a maximum of 16 Corps employees annually. This proposed firm fixed price contract will have a period of performance from June 01, 2018 through May 31, 2021 and consists of one 12-month base period and two 12-month option years, if exercised. The Notice of Intent issued February 2017 resulted in a number of responses from industry. This requirement has now been further developed and it is necessary to request additional information from industry. Attached to this announcement is criteria needed to verify a contractor's capability to facilitate the leadership development program required by NWP. The ability of Small Business, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HubZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) to meet these requirements is important in determining our strategy. The response of large business vendors is important to verify the availability of competition for this work. Responses to this Sources Sought Notice may be submitted electronically to the buyer listed on this announcement and should be provided by the date and time indicated. Please limit responses to five (5) double sided pages and include the following information: a. The company's name, address, point of contact, phone number, email address, CAGE and DUNS number. b. The company's small business category (i.e., Small Business, Small Disadvantaged, 8(a) firm, Historically Underutilized Business Zone (HUBZone), Woman Owned Small Business(WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)) and business size. c. Relevant information responsive to the attached criteria. Information may include any information the respondent feels verifies their capability to perform leadership development services meeting the criteria attached. Information could include past contracts, and customer satisfaction information. The Government reserves the right to verify information provided in government performance reporting systems such as CPARS or PPIRS.
