- Attachment to PSC Contract OPIC-18-R-0001 - HR PSC Solicitation SF 1449 - OPIC-18-R-0001 The Overseas Private Investment Corporation (OPIC) is a self-sustaining U.S. Government agency that helps American businesses invest in emerging markets. Established in 1971, OPIC provides businesses with the tools to manage the risks associated with foreign direct investment, fosters economic development in emerging market countries, and advances U.S. foreign policy and national security priorities. OPIC helps American businesses gain footholds in new markets, catalyzes new revenues and contributes to jobs and growth opportunities both at home and abroad. OPIC fulfills its mission by providing businesses with financing, political risk insurance, advocacy and by partnering with private equity investment fund managers. This position is located in the office of the Overseas Private Investment Corporation (OPIC), Office of Human Resources Management (HRM). The purpose of the position is to serve as Human Resources for the operating programs of the office. In this capacity, the incumbent(s) reports directly to the VP of HRM on the day-to-day operational aspects of their assigned program areas falling into two or more of the following areas: Classification, Staffing, Employee Benefits, Compensation, Employee Development, Performance Management, and Employee and Labor Relations. Provides technical guidance and expertise to assigned HR staff and assists the VP of HRM by leading the HR operations team in the provision of HR services and support for the accomplishment of the OPIC mission. Incumbents serve as Human Resources generalists and, as such must have experience in a wide variety of HR program areas in order to supervise and guide operational efforts of the office. The incumbent(s) will assist the VP of HRM with workforce analyses, input into strategic workforce planning from an operational perspective, and business process reengineering to implement efficiencies within the HR operating program. This requires analysis and integration of data from multiple sources to support the development of plans and milestones necessary to provide leadership, direction, and coordination of HR strategic planning, delivery systems, work force planning, program performance assessment, and other HR initiatives.
