THIS IS A PRE-SOLICITATION NOTICE ONLY THIS IS NOT A REQUEST FOR PROPOSAL The General Services Administration (GSA) hereby notifies its intent to issue a Request for Proposal (RFP) for a negotiated procurement on a Design/Build contract for the Vertical Transportation Modernization (Elevators and Escalators) project in the Orville Wright Federal Office Building, 800 Independence Ave. SW, Washington, DC. Project Description: This project's scope will include, but not be limited to, upgrading, replacing, surveying, designing and constructing of selected building conveyance systems. The Contract will consist of a Base, four (4) Options and five (5) Alternates. The BASE contract will provide for all requirements to replace ONLY eight (8) passenger traction elevators, and one (1) traction freight elevator along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). They shall be code compliant elevator systems that will improve safety, reliability, and serviceability. It is important to know that the passenger elevators are configured in four - 4-car banks. Sequencing of the elevator modernization requires that no more than 4 passenger elevators may be taken out of service at any one time. Also, the 4 passenger elevators taken out of service must be in the same bank. The traction freight elevator can be removed from service along with any of the out of service passenger elevators concurrently. The elevators must completely modernized, tested and inspected (final acceptance testing) before the next 4 passenger elevators can be removed from service. The OPTIONS shall provide for the following: Option #1: Replace of a second set of eight (8) passenger traction elevators, and one (1) traction freight elevator along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). Option #2: Modernize six (6) escalators along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). Option #3: Modernize two (2) Hydraulic freight elevators with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.). Option #4: Provide a full 5 years maintenance and call back contract that will start immediately after the 1 year warranty period ends. The ALTERNATES shall provide for the following possibilities: Alternate #1: Accelerate the work schedule for all elevators and freight elevators under BASE to be completed in 122 calendar days. Alternate #2: Accelerate the work schedule for all elevators and freight elevators under OPTION #1 to be completed in 122 calendar days. Alternate #3: Accelerate the work schedule for all elevators and freight elevators under BASE to be completed in 90 calendar days. Alternate #4: Accelerate the work schedule for all elevators and freight elevators under OPTION #1 to be completed in 90 calendar days. Alternate #5: Retain versus replace of existing 328 passenger elevator hoist-way doors. Repair, clean and paint versus replace the 292 the painted doors and frames on the upper floors. Clean versus replace the 16 stainless steel doors and frames. The estimated design-build cost range is between $15 - 20 million and Period of Performance, without consideration of any Alternate Acceleration, is approximately 790 days calendar days from date of Notice to Proceed. This contract will be Firm Fixed Price. The "Best Value Continuum, Tradeoff Process" is the method that will be used to evaluate price and other factors specified in the solicitation, with the goal being to select the proposal that offers the best value to the Government in terms of performance, quality and pricing. The objective is to select the proposal that offers the most for the money, without necessarily basing selection on the lowest price. The solicitation process will utilize source selection procedures in accordance with FAR 15.3. The Technical Evaluation Factors are: FACTOR 1: Past Experience -- This factor considers the extent of the Firm's past experience as a firm in providing similarly complex design build elevator modernization projects. The Firm must demonstrate successful experience as a Design Build (DB) Contractor responsible for design and construction of three (3) past projects that includes 15 or more elevators in the similarly complex modernization project in the last 10 years. FACTOR 2: Past Performance -- This factor considers the extent of the Offeror's past performance with reference to such aspects as costs, timeliness, and technical success as part of the consideration. FACTOR 3: Key Personnel; FACTOR 4: Technical and Management Approach/Schedule The General Services Administration will only make the RFP available electronically at www.FBO.gov. GSA intends to upload the RFP on this site on or about November 21, 2017. This site provides instructions for downloading the RFP. In accordance with the requirements of the RFP, all proposals shall be submitted by December 22, 2017 by 1:00 PM, EST, to the address stated in the Solicitation documents. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.fbo.gov. The General Services Administration will only make this RFP available electronically at www.FBO.gov. This site provides instructions for downloading the documents. All inquiries must be in writing, preferable via email to the person(s) specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FBO posting. North American Industry Classification System (NAICS) Code is 238290 -- Other Building Equipment Contractors and Size Standard is $15 million. This negotiated procurement will be open to both large and small business firms. Any qualified responsible firm, including small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses, or as subcontractors. Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d)) and FAR Subpart 19.702, an offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, must submit a subcontracting plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. Interested firms must be registered in the System for Award Management (SAM). All responsible sources may submit a technical proposal package, which will be considered by the agency. Offerors should submit proposals that are acceptable without additional explanation or information as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. The Government may make an award without discussions. Therefore, offerors will be requested to submit initial proposals to the Government on the most favorable terms from a technical and price standpoint. Proposal submission instructions will be included under the RFP. Only one proposal may be submitted by each offeror. Offerors will not be reimbursed for proposal submittal expenses. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS.
