Description
This announcement is a SOURCES SOUGHT NOTICE for Market Research only; this is not a request for proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought notice is to determine interested parties, socioeconomic status availability, and capabilities for sediment sampling, analysis, and evaluation in support of suitability determinations for the Operations & Maintenance (O&M) dredging activities in San Francisco Bay. The government intends to use the sources sought responses to make appropriate acquisition decisions for these sediment sampling and analysis requirements. The small business size standard for this NAICS Code is 541620 for environmental consulting services. The small business size standard for this NAICS is $15 million, and the Project Service Code is B599 Other Special Studies & Analyses. The government anticipates awarding up to four (4) firm-fixed price services contracts. The period of performance is anticipated to be January 2018 through September 2018; with sample collection occurring between January through July, 2018. The estimated price range for this project is $200,000.00 to $500,000.00. PROJECT DESCRIPTION The United States Army Corps of Engineers (USACE), San Francisco District, has a need for sediment sampling, analysis and evaluation in support of sediment suitability determinations. These sediment suitability determinations are at various federal channels in the San Francisco Bay for the upcoming FY18 O&M dredging episodes. The sediment sampling and analysis will be conducted to determine the suitability of the sediment for placement at various sites which are project specific. The sampling and analysis efforts are expected to take place in the January to September 2018 timeframe. Once sampling and laboratory analyses are completed a report shall be prepared detailing the results and providing data summaries, conclusions and sediment suitability recommendations. The report shall be submitted within 30 days following the completion of all laboratory analysis. The contractor shall provide information regarding the services of their sampling team, technical lead and project manager. The contractor shall also provide information on all equipment necessary to locate and collect the samples as well as what other support is necessary to complete the effort.   TECHNICAL LEAD: The technical lead will oversee all field operations and will be instrumental in preparing the reports. This person will be experienced in coordinating field crews, and integrating sub contracted and in-house labor resources. The technical lead must be proficient in field sample collection protocols as well as laboratory requirements for proper packaging and receipt of samples. The technical lead shall also be knowledgably of sediment suitability requirements for projects in San Francisco Bay. SAMPLING AND ANALYSES: The contractor or his subcontractor(s) are required to possess the knowledge, experience, and required equipment to perform all aspects of the required sampling and analysis. All aspects of the sampling and analysis shall include, but is not limited to, the following: • Sample collection using vessels and boring equipment, including vibra-coring, to adequately collect samples in upland and maritime environments (e.g. shipping channels that are scheduled for maintenance dredging or deepening). • Soil core logging and soil identification. • Sample homogenization, preparation, preservation, handling and shipping. • Chemical Analysis for a wide suite of constituents including hydrocarbons, PAH, PCB congeners, pesticides, metals, butyltins, dioxins and furans. • Analysis for physical properties including total solids, total organics and grain size. • Aqueous analysis including mWET, MET and DIWET. • Specialized analysis including benthic toxicity, water column toxicity and bioaccumulation exposure with tissue chemical analysis. The contractor or his subcontractor(s) are required to possess the knowledge and experience necessary to complete the sampling report. This report shall be prepared to the expectations of the USACE and Dredge Material Management Office agencies. These waterborne sample collections are required to characterize proposed dredge locations for maintenance dredging and new work deepening projects. The contractor shall secure all services necessary for successful completion of the effort. LOCATION OF SERVICES: Projects will primarily be within the San Francisco District boundaries. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE Please provide in your response to the following. The submission is limited to no more than 10 pages. 1. Offeror's name, address, point of contact, email address, and phone number. 2. Offeror's interest in bidding on the solicitation when issued. 3. CAGE code and DUNS number if available. 4. Offeror's type of small business and Business Size (small business, 8(a), HUBZone, veteran owned small business, woman owned small business, or SDVOSB). 5. Offeror's Statement of capability (SOC) - send a statement demonstrating: 5a. The skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. 5b. Recent and relevant experience in sampling and analysis for dredging projects in San Francisco Bay. The contractor should submit at least 2 examples from the last 5 years. Anticipated solicitation issuance date is on or about 15 January 2018. An official synopsis citing the solicitation number will be issued on Federal Business Opportunities (www.fbo.gov) and inviting firms to register electronically to receive a copy of the solicitation when it is issued.
