Description
NAVAIR intends to enter into sole source negotiations and subsequently award an Order under Basic Ordering Agreement N00019-16-G-0006 to General Atomics (GA), San Diego, California (CA). This contract is for the procurement of Advanced Arresting Gear (AAG) and Electromagnetic Aircraft Launch System (EMALS) sustainment efforts in support of the USS Gerald R. Ford (CVN 78) Class aircraft carriers. The supplies and services to be procured under the contract action include non-recurring engineering, technical data, drawing changes, and other associated logistics products. Additionally, services under this contract action will also include technical assistance for Ford Class aircraft carriers and all test sites. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
