Description

The anticipated contract is for Performance Based Logistics of 771 General Electric F414 engine components (See Attachment A for list of items). This list includes 34 7R Families of repairable NIINs (69 in total) and 702 1R consumable NIINs. The PBL contract will be for a total of 6 months, starting on 01 January 2018 and concluding on 30 June 2018. The awardee shall be required to repair or replace the 69 repairable components and supplying or manufacturing the parts needed for those repairs. The awardee shall also be responsible for supplying or manufacturing the 702 consumable components. The awardee shall also be required to partner with the Fleet Readiness Center Southeast (FRCSE), Jacksonville, FL for repair touch labor. The awardee shall also be responsible for maintaining a pool of assets required to fill requisitions within specified response times, operation of logistic management systems, requisition processing, obsolescence and configuration management, warehousing, packaging and handling. Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. Neither drawings nor repair specifications are available. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). The applicable NAICS code is 336412. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One or more of the items under this acquisition is subject to Free Trade Agreements. (FAR 52.225-3). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (FAR 52.225-5) These items require Government Source Approval prior to award. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Brochure which can be obtained on the internet at https://www.navsup.navy.mil/navsup/ourteam/navsupwss/business_opps.Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and / or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of this requirement may be continued based on Fleet support needs. This is not a small business set aside. The solicitation is forthcoming.
