- Attachment C - Pricing Schedule Attachment B - Wage Determination Attachment A - PWS Solicitation 140R2018R0004, Folsom Law Enforcement This notice is Solicitation # 140R2018R0004 The Bureau of Reclamation, Mid-Pacific Region has a requirement for Law Enforcement services at Folsom Dam, Folsom, California. The Law Enforcement services will include but are not limited to providing 24/7 uniformed armed law enforcement services to the Folsom Dam complex and associated assets and enforcing the criminal statutes of the State of California and the appropriate political subdivisions (e.g. counties, municipalities). All Law Enforcement Officers (LEOs) provided by the Contractor will be fully certified under California Peace Officer Standards and Training (POST) requirements. The awarded contract will be for a base plus four option years. The procedures of FAR Parts 12 and 13 will be utilized for this procurement. Award will be made based on a best value trade-off process, which is detailed in the solicitation. See attached documents: Solicitation 140R2018R0004 Attachment A - Performance Work Statement Attachment B - Wage Determination Attachment C - Pricing Schedule A Sources Sought notice for this requirement was originally published to FBO under solicitation number R17PS01157. The solicitation number has been changed and is now 140R2018R0004. A site visit will be held on Tuesday November 21, 2017 at 8:00 am PT. Preregistration for the site visit is required. Contact Mr. Timothy Lawson at tlawson@usbr.gov for information about how to register. Requests for attendance at the site visit must be received by Mr. Lawson by no later than 4:00 pm Friday November 17, 2017 so that security screening procedures may be conducted. The due date and time for receipt of technical questions about this requirement is Tuesday November 28, 2017 at 4:00 pm PT. All questions regarding this requirement shall be emailed to lstjohn@usbr.gov. Questions asked by telephone will not be answered. If questions are received an amendment answering the questions will be issued approximately December 5, 2017. If no questions are received no amendment will be issued. The due date for receipt of proposals is Friday, December 15, 2017 AT 4:00 pm PT. Proposals should be sent via email to the Contract Specialist Laura StJohn at lstjohn@usbr.gov. Hard copies may be delivered to the acquisitions office at the address below. Regardless of the method of delivery, proposals must be received and logged in at the acquisitions office by the closing date and time of the solicitation. All proposals will be acknowledged as they are received. If you do not receive an acknowledgement you should assume your proposal was not received and contact the Contract Specialist listed above. The Government anticipates award of this procurement by the end of February 2018. Reclamation will consider all responsible sources who submit a timely proposal that conforms to the solicitation. Any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement.
