- (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 36C26118Q0079 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. (iv) This acquisition is a total Service Disabled Veteran Owned Small Business set aside. The NAICS code is 561720 and the size standard is $18 million. Vendors are required to be registered in the VetBiz database to be eligible for award. (v) The contract line items are listed in the price schedule of the solicitation package (see page 2 of the RFQ package). When providing a quote, please complete the price schedule for each line item. (vi) The contractor shall provide janitorial services for the Defenders Lodge building under the VA Palo Alto Health Care System in accordance with the Performance Work Statement that is included in the solicitation package. A site visit has been scheduled for interested vendors on November 14th at 10:00 am Pacific Time. The vendors will meet in the entrance lobby of the Defenders Lodge building. A campus map is provided as attachment 6 showing the location of the building with the Palo Alto campus. (vii) The contract will be for a base year plus four option years. The period of performance is listed in the Price Schedule and the Performance Work Statement. (viii) The provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Addendum to this provision is provided on page 42 of the solicitation package. Please review this addendum for quote submission instructions. (ix) The provision 52.212-2, Evaluation Commercial Items, applies to this acquisition. Addendum to this provision is provided on page 43 of the solicitation package. Please review this addendum for the evaluation factors that will be used to determine which vendor will be selected for the contract award. (x) The provision 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (xi) The clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. There are not any addenda to this clause. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The applicable clauses cited within this clause are indicated in the solicitation package. (xiii) All additional contract clauses and provisions are included in the attached solicitation package. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
