- Satellite Teleport - Sources Sought SOURCES SOUGHT ANNOUNCEMENT Defense Media activiTY teleport design, purchase and installation The Defense Media Activity ( DMA) is seeking authorized sources to design, furnish and install a teleport in support of DMA Technical Services. CONTRACTING OFFICE ADDRESS: DMA Contracting Office - East 6700 Taylor Avenue Fort Meade, MD 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of any business size to provide the required products and/or services. The Defense Media Activity is seeking interested vendors to design, furnish and install a teleport located at Fort Meade, Maryland. The vendor will: •1. Furnish all required personnel and equipment to perform the service •2. Furnish and Install (1) 9.0m C-band steerable antenna system to include 4 port, Linear Polarized Feed, TX/RX, 2 TX(5.725-6.725 GHz) & 2 RX(3.4 - 4.2 GHz), Kingpost Pedestal. •3. Furnish and Install (2) 4.8m C/Ku-band steerable antenna system to include 4 port, Linear Polarized Feed, RX only, 2 RX(3.4 - 4.2 GHz) & 2 RX(10.70-12.75 GHz), Kingpost Pedestal. •4. Furnish and Install (1) 7.2m Ku band steerable antenna system to include 4 port, Linear Polarized Feed, TX/RX, 2 TX(13.75 - 14.50 GHz) & 2 RX(10.70 - 12.75 GHz), Kingpost Pedestal. •5. Refurbish existing 3.7m fixed TX antenna •6. Install concrete pads for all antennas •7. Furnish and install electric de-icing on all installed antennas •8. Furnish and install Antenna Control System for all installed antennas with the same characteristics Consisting Of: * 201609-01 : 7134 ACU * 50033MX20036 : PDU 3HP Az/El; NMRV030/040/030 Pol Motor Support; * 200968-01 : Az Resolver Kit * 200968-02 : El Resolver Kit * 200968-03 : Pol Resolver Kit * 135FT : CCW154-S : ACU to PDU Control Cable * 510FT : CCW155-S : Az/El/Pol Resolver Cable •9. Furnish cabling from antennas to indoor equipment •10. Furnish and install iDirect System (HUB) •11. C-Band RF Package should be equivalent to the following: Outdoor 1:2 System consisting of 3 amplifiers, two ganged waveguide switches, high power dummy load, low power dummy load, forward/reverse couplers on waveguide switch outputs, forward coupler on high power dummy load switch port waveguide/co-ax interconnect, mounting unistrut frame miscellaneous brackets and cables, system integration and standard test data. Switch Controller integral to amplifiers. •12. Ku-Band RF Package should be equivalent to the following: Outdoor 1:2 System consisting of 3 amplifiers, two ganged waveguide switches, high power dummy load, low power dummy load, forward/reverse couplers on waveguide switch outputs, forward coupler on high power dummy load switch port waveguide/co-ax interconnect, mounting unistrut frame. CONTRACT/PROGRAM BACKGROUND: Contract Number: This is a new requirement Contract Type: Firm Fixed-Price Incumbent and their size: N/A Method of previous acquisition: N/A Provide Brief description of the current program/effort: Requirement is to design and install a teleport to allow uplinking and downlinking of C Band and Ku Band satellite signals. List Anticipated Time Frame: List Place of Performance: 6225 Taylor Avenue Fort Meade, MD 20755 REQUIRED CAPABILITIES: The Government requires the following capabilities. To be able to uplink media to multiple transponders and downlink media from multiple satellites in the anticipation of moving the DVIDS teleport in Atlanta to Fort Meade, MD. SPECIAL REQUIREMENTS: N/A SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 237130. This Sources Sought Synopsis is requesting responses to the following criteria from any business size that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Small Business (if applicable); •4) Cage Code; •5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) •6) OEM certification that vendor is a Manufacturer Authorized Channel Partner with either Premier, Silver or Gold status as of the date of the submission of their offer, and that it has the certification/specialization level required by the Manufacturer to support both the product sale and product pricing, in accordance with the applicable Manufacturer certification/specialization requirements. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
